A.M. MINUTES The Beach, Inlet, Sound Advisory Committee held its regular meeting on June 18, 2024. A quorum of the committee was present. Committee members in attendance: Larry Strother- - Chair- - Phase. 5 Teri Ward - AtI Large Deborah Coltrane - Phase I Steve Scheibner - AtLarge John Gardner - Phase 4 Mike Benson - Alderman Rick Grant - Alderman Members absent. - none Staff present: Alice Derian - Town Manager Welcome and Introductions Approval oft the Agenda unanimously approved. Chair Strother called the meeting to order at 10:30 am. Motion - Member Gardner motioned to approve the agenda as presented; seconded by Member Ward; Approval of February 20, 2024, minutes by Member Ward; unanimously approved. Public Comments-None Motion Member Scheibner motioned to approve the February 20, 2024, minutes as presented; seconded Current Status of Shoreline Protection Projects Manager Derian stated the Phase 51 beach project has been completed. The hauling and fill were completed on May 15th officially and equipment was then demobilized from the beach through May 17th. The Gray Street beach access was reopened once the project was completed. The project consisted of placing approximately 636,000 cubic yards ofs sand along 18,500 feet ofs shoreline. Since the close out of the project, we. have completed several areas ofroadway repairs in the Ocean City area that were impacted by thej project. Those were all completed last week. Last month she completed a Sea Oats project with Coastal Transplants that ran through May into the first week of. June. This project is now complete as well. The cost was shared between the property owner and the Town in a 50/50 split up to $25,000 that resulted in 25,200 Sea Oats that were planted by Coastal Transplants or the property owner. She has discussed doing another project in the fall with any remaining funds. She does not have the final amounts yet SO does not know ifthere willl be anything available. Ifwe do, it would be on the same premise, but offering American Beach grass as a cost share project. Wel have procured beach matting that will bei installed at two access points at the. Jeffrey's beach access off of New River) Inlet Road. Once permits are received, we will bei installing the matting. The matting will feature the Town's logo in a small section and will run to thel hard section oft the beach. This matting isl being placed to assist elderly people with disabilities that require wheelchairs and is also helpful for families that carry all the beach gear they come to the beach with. It will be a great amenity for people We are in thej process of replacing the wooden beach crossovers that you see throughout the Town. The one at Topsail Road and 10th Avenue is being completed this week. Once that is complete, we will move We received notice yesterday from the North Carolina Department of Environmental Quality and the Division of Water Resources along with Surf City and' Topsail Beach that we. have been tentatively awarded $69,060.90 in the joint vitex eradication project. The next step will be to execute the contracts. with low mobility and will assist everyone with getting on thel beach. to the other one on Topsail Road and then to the one on Seashore Drive. Wel have 26 sites that were identified for North Topsail Beach for the project. Overview of' Topsail Beach tour could not believe the difference. Member Grant said when they stood where Topsail Beach and Surf City come together and looked north and south it told us how glad and proud we ought to be that we are doing what we are doing now. He Member Benson said the uniqueness oft the project at Topsail Beach is that the engineer built a dune in front of the primary dune that was protecting thel houses. That new secondary dune is growing in size about 3 feet over time. The source of sand from that is the wind that blows the sand from thel berm and the stems from the sea oats and other beach grasses trap that sand and allow the dune to build and the sea oats grass keeps growing up and rooting out. A third dune is starting in front oft the secondary dune also. It Member Gardner asked ifwhen we: implement an engineered beach will the North end (Phasel) be like the one you referenced at Surf City, or willi it be like the engineered beach towards the south end where Engineer Gibson responded it will not be able to be built as well in Phase 1 because of the inlet as there is not a source fromi the northeast. A temporary structure will help to grow it as much as is possible. If Member Gardner said the message needs to be communicated that when we get an engineered beach it Member Strother said he was very impressed with the tour and learned al lot about the process. was very impressive. the extra dune is forming and doing itsj job. eventually a terminal groin is put in, it will help tremendously. will not look the same or help as much for those in Phase 1. 5/30 Year Beach Plan -current status, progress, next steps and timing Chris Gibson, TIC Coastal Engineering stated: Core samples of the sand in the borrow area site (DA143) were completed for testing and Once analysis is completed, a one-stop meeting will be scheduled with state and federal agencies Thej plan ist to submit data for permits and grant applications in September/October timeframe. analysis. int the September/October: timeframe. We are on schedule with what we brought to the committee 61 months ago. Goali is mobilization of equipment and turning on of pumps in November 2025: in Phases 1,2, and Costi is expected to be $401 million for the total project with the Town's cost at $101 million ($5 per yard). Member Grant clarified Phase 4 will bes started in the fall (November) to finish upi in the spring, which is less than 12 months from now, then the next time we are out ofturtle season, we can be doing the rest of the (project). We will be using every construction window we. have for the next 2 years. Engineer Gibson said economically the Town will bel looking at doing aj project every 2 years. It costs about $1,000,000 per mile to: manage a beach ini today's money. Member Scheibner asked ifthe temporary structure will be put ini first. Engineer Gibson said that logistic will be left to the contractor to determine. Member Benson asked ift the Town has to issue Special Obligation Bonds for this. Will thei initial Manager Derian stated we will have to work through cost and solidify timing and grant timing and who is Engineer Gibson said thei initial template will not include a secondary dune. First, we. have tol build the foundation tol have enough sand to protect the dune to prevent further erosion of the dune.
