July7,2021 Council meeting Special Event Applications: None Resolution 21-008 - Surplus of City Property: Director Leavitt gave a brief staff report. The property located at 1671 E Division is no longer needed for municipal purposes. This property is approximately 0.54 acres and is the site of Well #6 which has failed and is no longer in operation. Any water rights or water certificates associated with the well would remain with the City for future use at a different location. The appraised value is $35,000 and interest has been shown by the County toj purchase. Motion to accept and approve Resolution 21-008 Declaring Property Surplus and direct administration to negotiate sale for Council approval. (m/s Moore/Coe) Council Ordinance 21-06 - Supplemental Appropriations: Finance Director Trachsler reported there have been a few unexpected and unanticipated needs arise since the passage of the 2021 budget. Specifically included are body camera's forj police officers, replace plotter for the planning department, retainages on Library re-roof and C Street Sidewalk 2020 projects, ERC re-roof project, new vehicle for the Building Official and There was a slight correction to the published Ordinance which resulted in an adjustment to Current Expense Fund from $41,000 to $50,000. Corrected ordinance was provided to Motion to accept and approve amended Ordinance 21-06 amending the 2021 Budget. Report on recent Water Reservoir outage: Fire Chief Burns reported that on Julyl2th we experienced very low water levels in our reservoirs. The computer that controls the telemetry system froze the control screen which told the system that the reservoirs were full therefore telling the wells not to start up. Itt took a couple of days to refill the reservoirs to full capacity. Through the remainder oft the hot weather, the reservoirs will be checked manually during the weekend. An after action review meeting is scheduled for later this week to discuss cause and prevention as well as responses in case this discussion, motion carried. costs associated with the Grant County Landfill Remediation. Revenues are 9% below budget and expenses are 20% below. Sales Tax revenues continue to set new records from previous years and our general fund cash reserve continue to climb. Individually, the funds are doing well and property taxes came in as expected and are on target. Highlights: City's new web site is up and running; Splashzone is doing well; yet been received; begin the week of. July 26th. Received funding from the State Capital Projects Grant for the ERC: and Library; Street Fund is struggling slightly but the County Shared Fuel Tax revenue has not Water and Sewer are right on target, the Sewer System Project is expected to Accept State Capital Budget appropriation for Ephrata Public Library: Administrator Warren advised that the City received notification of funding from the State Capital Projects Grants for the Library Re-Roof Project. Award was for $91,000, however the Department of Commerce, who administers the grant, retains 3% of the Motion to accept grant from the State Capital Budget for Library Re-Roof Project for $88,270. Approve Interagency Data Sharing Agreement: State Legislature passed a bill requiring data sharing agreements for state and local governments that share data. The City shares its data with the State Auditor's Office for the purpose of performing the Motion to authorize administration to execute Interagency Data Sharing Agreement with the Office of the Washington State Auditor.
