Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, August 27, 2024 at 8:30 am Bermuda Run Town Hall Council Members Present: Mayor Mike Brannon, Mike Ernst, Rae Nelson, and Christy Schafer Council Members Absent: JeffTedder Also Present: 1. Call to Order MayorMike Brannon called the meeting to order: a. Recognition ofQuorm Andrew Meadwell, Town Manager; Cindy Poe, Town Clerk; and Brian Williams, Town Attorney 2. Town of Bermuda Run Code of Ethics Statement- - Town Attorney, Brian Williams 3. Adoption of the Agenda Council Member Rae Nelson made a motion to adopt tbe agenda as presented. Council Member Mike Emst seconded the motion. Tbe motion was approved by a vote of three (3) inj favor and none opposed. 4. Approval of the July 23, 2024. The motion was approved by ai vote of tbree (3) in favor and none opposed. 5. Citizen Comments - Vera Williamson (ETJ) questioned where the 20% match comes from when the town has projects. 6. Action Items A. Approval of Fuller Contracting for the construction of] Flag Overlook Project Staff recommends action to allow the' Town Manager and Town Attorney to, finalize and execute Council Member Mike Erst made a motion to approve the agreement with. Council Vacancy - (Mayor Brannon) With the resignation of Council Member Melinda Szeliga at the August Council Meeting, there is a vacancy on the board. Her term was set to end in December, 2025 B. Gate Operations Update (Mayor Brannon) - Committee was formed in May, 2024 and they are in C. Town Ordinances Update (Schafer) Working on a matrix regarding the no-solicitation and the golfcart ordinances. **Council Member Schafer also gave an update regarding the progress of the Town's 25th Anniversary Celebration the weekend of9/27 and 9/28. Banners have gone up and invitations to a special luncheon have gone out, plus much more already happening in preparation. D. Audit Update (Meadwell) - Information will go to the LGC and he plans to share ai report in design build agreement. 7. Informational Items and there is no set timeframe to fill the seat. process of determining "Bronze, Silver, and Gold" levels of expected service. October. E. REP-LeafCollection (Meadwell) -Land' Tek's contract has expired and an RFP has been placed on the Town's website. Deadline for bids is 9/6/24. *Additional contractor was brought in last year and that drove the cost up quite al lot. We'd like to see: if there are other contractors available that would provide a high level of service. 8. Town Manager Comments - Bermuda Run East Pedestrian Plan - 60% drawings (showing right of ways, etc.) Small number of parcels will be affected. PTRC has been contacted regarding a grant for EV charging stations - currently Hampton Inn is only location in Bermuda Run. Pre-construction meeting regarding paving projects is today. Communication went out this morning regarding upcoming fire hydrant maintenance by Smith Grove Fire and Rescue beginning September 3. Still working with property owner 9. Mayor Comments - The: mayor addressed question by Vera Williamson stating that the. ARPA funds received several years ago are going to supplement the cost oft the Blue Heron Trail. Other money comes from Julia Howard/NC House Legislation. He continues to meet with residents, such as recently meeting with a group at Bermuda Village. Sheriff Hartman has invited the Council to visit his facility. There is another concert on Saturday, as long as the weather cooperates = a decision should be made by tomorrow (Wednesday) morning. Upcoming speakers at Council meetings: September: Davie County Health and Human Services, October: Habitat Davie ReStore, November: Davie Respect Initiative, and hopefully in regarding opening the pedestrian bridge over.
