NEWVILLE BOROUGH COUNCIL JUNE: 25, 2024A AT 6:00 PM WORK SESSEION/REGULAR MONTHLY MEETING The work session meeting of the Newville Borough Council was held on Tuesday, June 25, 2024 at 6:001 PM: ini the Newville Borough Office Meeting Room, 4 West Street, Newville PA with the The meeting was called to order by Council President Scott Penner. The invocation was given by Solicitor Marcus McKnight, followed by the Pledge ofAllegiance. Onroll call, the following members were] present: Mr. Robert Darius, Mr. Jack Ericksen, Mr. Charles Heberlig, Pastor Also present: Borough Solicitor Marcus McKnight, Borough Manager Robert Sabatini, Borough Secretary Jody Hoffman, ChiefofPolice Todd Koser, Mayor Michael Croutch via Zoom, Codes Enforcement, / Rental Inspector Jeffrey Line, Valley Times Star Ian Thompson, Reagan Gardenhour, Joey DeMartyn, Chelsey Schlusser, Randy Jones, Natalie Hutchinson, Ron Hutchinson, Sam Strine, Becky Barrick, George Spangler and Mark Spicka. Baseball Field Operations and Maintenance: Chelsey Schlusser and Randy Jones with PA impulse presented their interest in assumption of the operation and maintenance oft the Newville Borough ballfield. They explained that their 12u team currently practices at the field and that they had received word that the current operator ofthe field will be stepping down. Ms. Jones stated that it would be their goal to take care oft the field with mowing, new dirt, new bases and lining. She stated that they are open to others using it. Her organization currently utilizes it on Tuesday, Thursday and Saturday. They would like to run tournaments, and give back to Newville by splitting proceeds oft the concessions. They share a similar arrangement with North Middleton Park. Tuition is low and money is earned through sponsorship ofbusiness banners. Mr. Sabatini requested that one stipulation of an agreement between Newville Borough and PAI Impulse would be the installation oft the scoreboard. Mr. Penner stated that Summer Recreation runs a summer program during the day on' Tuesdays and Thursdays. Mr. Sinkovitz reminded that the Zion Lutheran Church parking lot is not available for parking during tournaments. Mr. Penner will add a consideration under new business for a motion for discussions ofa contract between Newville Borough and PA Impulse. Finance and Manager's Report: Mr. Sabatini stated that the meeting between two Borough Council members and two Authority members to discuss the cost share in moving to the new building has been moved to. June 27th. He reported on July gth there will be at tour with DEP and DCNR to walk the area that will become at trail under the feasibility study along the Big Spring. Candidates are being sought for vacancies on the Planning Commission and Chairman of the Vacancy Board as well as a solicitor for the Zoning Hearing Board. He stated that under Act 47, the borough is eligible for grants which could be used for Ordinance codification, records management, audit reports and comprehension plan. As well as future funding for the home rule study. He estimated the total cost of funding tol be $250,000 to be used under a number of years. He stated that all was going well considering there is only one Economic Development: Mr. Ericksen reported that the DCED feasibility study has been submitted and that there will be ai meeting on. Recreation: Mr. Sinkovitz reported meeting with Mrs. Brymesser, Mr. Sabatini and Pastor Kindon to address the salary and procedure for the summer recreation program. He reported that there has been one pavilion rental, with another on. June 29th. He would like to add ai motion to add to the regular meeting for PA Impulse to oversee the operation and maintenance ballfield. Mayor's Report: Mayor Croutch reported $296.73 was received from the Cumberland County Court of Common Pleas, $471.71 from Magisterial District 09-3-02 and $252.11 from the State Chief of Police: Chief Koser reported a total of6 67 calls for the month of May. There was 1 citation issued, 5 traffic warnings and 1 parking violation. Patrol vehicle mileage was 586: miles. Hei reported that he did not receive any complaints oft the new route oft the Fountain Festival Parade. Page 2of5 REGULAR MONTHLY, MEETING: Citizen Comments: Mark Spicka, President oft the Big Spring Water Shed Association, reported inj past meetings his concerns oft the proposed warehouses along the Ritner Highway, above the Big Spring. He wanted to thank the Borough Council and Mr. Sabatini for crafting a letter to submit tot the County Conservation District and DEP. He is encouraging local residents to submit Natalie Hutchinson requested looking into the opening of Zigler Street (?) fora cooperative right of way to alleviate the parking on North High Street. Mr. Penner asked Mr. comments also. He presented ai model letter for the public'sr reference. McKnight what would be needed toj proceed. Consent Agenda: The Consent Agenda was reviewed by Mr. Penner, which consisted oft the minutes ofthe May 28th meeting, May 2024 budget report, approval oft the list ofbills for June, approval oft the Treasurer's report for May, and the reports of the department heads. A motion was made by Pastor Kindon, seconded by Mr. Sinkovitz to approve the Consent Agenda as presented. Legal Matters: Mr. McKnight reviewed the agreement with the Gobins for payments for the new building beginning July 1,2024 and committing to move into the building when the Borough has the means to do SO. A motion was made by Mr. Ericksen, seconded by Mr. Sinkovitz for Council Secondly, Mr. McKnight would like authorization to draft ai mutual agreement between the Gobins and the Borough for the snow removal and yard maintenance of properties owned by the Gobins at 85, 89, and 91 South High Street in exchange for granting an easement for aj public trail to connect with the existing Rail Trail and eventually the Mill. Mr. Penner compared it to being similar with Saylor's Market and the Newville Borough Police Department agreement. Ms. Barrick questioned if] PMHIC consortium ofBenecon was ever looked into. Mr. Sabatini's answer was that he did not. The health insurances must be maintained at a certain level through the collective bargaining agreement. Secondly he explained that historically, the Borough has been released from consortiums due to lack of payment of premiums. Mr. Penner stated that self-funded plans are not an option at this time in the budget.. A motion was: made by Mr. Sinkovitz, seconded by Mr. Ericksen to renew the Highmark PPO health benefit plan through Benefit Connections as presented. Mr. Sabatini explained that the cost increased by only 5.8% even though the valuations have not been updated since 2016. It was agreed upon that that would not be an option due to the fact that grant money was used for the purchase oft the scoreboard.
