MINUTES DATE: TIME: ATTENDING:  SCHUYLKILL HAVEN BOROUGH  April5,2023 6:30 pm  President Jerry Bowman, Members Montz, Roeder, Dress, Williams and Kavanaugh. Also attending was Mayor Devlin, Solicitor Semanchick, Administrator Seiders and Secretary Tinari. Vice President Gordon and. JCP President. Jerry Bowman call the meeting to order at 6:30 pm  Bauer were absent.  CALLTO ORDER: CITIZEN COMMENTS: None ADMINISTRATION:  On motion of Montz/Wiliams Council approved. Jessica as the voting delegate for the PSAB conference. On motion of Montz/Williams Council approved On the following motions Council approved the WWTP upgrade invoices: 1. Contract No. 1 Payment No. 18- General- LB Industries- $68,860.51:  Ashley as the alternate voting delegate.  Roeder/Montz Festival  On motion of Montz/Roeder Council approved the letter from the WIAC re: Folk On motion of Montz/Dress Council approved al letter from the Schuylkill Hose Company re: boot drive. Council approved the April 8th boot drive date request int the letter but asked to find an alternate date for Sept. gth duet to a conflicting On motion of Montz/Roeder Council approved the resolution of price  event and resubmit al letter of request. adjustments of bituminous materials.  CITIZEN COMMENTS: None OTHER BUSINESS:  Member Roeder asked about how we can notify residents if utility bills are Member Williams stated that there was no recreation meeting. All of council wished everyone al Happy Easter  delayed due to post office issues.  EXECUTATIVE SESSION: There was an executive session held at 5:30pm before the regular council  meeting. MINUTES: TAX COLLECTOR:  The minutes of the March 1st and March 15th, meetings was approved on motion The Tax Collector's report in the amount of $78,396 was approved on motion of  of Montz/Gordon Montz/Williams.  TREASURER'S RPT: Ashley Bieski, Treasurer, presented Council with the March 2023 Treasurers'  report. On motion of Roeder/Montz Council approved this report. Thet following bills were approved for payment on motion of Montz/Roeder: General $287,316.15; Electric $391,688.25; Water $134,883.92 Sewer  BILLS:  $544,981.80 for at total of $1,358.870.12  CORRESPONDENCE: None.  ADMINISTRATIONE On motion of Montz/Roeder Council approved the March transfers. OLD BUSINESS: NEW BUSINESS: OTHER BUSINESS:  Vice President Gordon stated that the borough is doing well at getting ahead of the curve for electrical upgrading within the borough with the rise in electric Member Montz questioned about the Penn! State baseball field agreement. Member Roeder questioned about the WIACzoning district fort their events. She Member Williams stated about ther recreation board updates with programs, he stated about the trout stocking at Stoyers Dam, and he stated he also noticed  vehicles.  also stated about May 6"i is Night at the Races.  that the railroad ties are still loose.  Member Kavanaugh stated about the SCCOG meetings.  EXECUTIVE SESSION: There was an executive session held at 5:45pm before the regular council  meeting. Personnel were discussed.
