NEWVILLE BOROUGH WATER AND SEWER AUTHORITY  REGULAR MONTHLY MEETING FEBRUARY2 26, 2024  The regular monthly meeting of the Newville Water and Sewer Authority was held ini the Newville Borough Municipal Building at 4 West Street, Newville PA on Monday February 26,  2024 at 6:00PM.  The meeting was called to order by Chairman Roger Hoover.  Responding to roll call were Michael Croutch, John Epley, Clarence Fry and Roger Hoover. Also present were NWSA and Borough Manager Robert Sabatini, Brayden Thomas with Keller The minutes of the January 16, 2024 meeting were presented for approval. Mr. Croutch asked for aa correction to the minutes oft the. January 16, 2024 meeting: Mr. Croutch abstained on the motion request to appoint Mr. Flagle'sappointment to the Authority Board. The vote was 4-0, The minutes were approved as amended. Moved by Mr. Epley, seconded by Mr. Croutch. Vote Mr. Croutch made a motion to have E&JE Electric provide electric service fori the water tower Thei issue of the reinstallation of a water meter at the Barrick property was discussed.. Mr. Rice noted that the Authority's documentation was fragmented, which made it difficult to legally support it's position on reconnection fees. He: said that the cost of litigation would be more than the cost of the connection. The Board concurred and directed the appropriate parties to negotiate a cost for Ms. Barrick to reinstall a water meter on her property. Amotion was made by Mr. Epley, seconded by Mr. Croutch to approve the Act 94 Report and Amotioni to appoint Michael McCamley to be hydrogeologist fori the Authority at a cost of between $4,500 $5,000 was made by Mr. Croutch, seconded by Mr. Epley. The Authority will do the design work. Moved by Mr. Croutch, seconded by Mr. Epley. Vote 4-0, all agreed. Ar motion was made by Mr. Epley, seconded by Mr. Croutch to have certain records be removed to the sewer plant until audits are completed. Vote 4-0, all agreed. Mr. Epley made a motion to accept the bid of Zachery Reed (R-Valley Landscaping, LLC) with the exception of bid bond, to perform land and landscaping services for the 2024 growing season. Am motion was made by Mr. Epley, seconded by Mr. Croutch to pay the Authority's portion of  Mr. Croutch seconded. Vote 4-0, all agreed. unemployment compensation to the following:  Fred Potzer Lisa Berrell Fees: Total: Vote 4-0, all agreed. and purchases.  $7,595.50 $1,786.00 $252.01 $9,022.51  Ar motion was made by Mr. Croutch, seconded by Mr. Epley to approve thei following services  Premium Power Trojan Technology U.V. Ballast Spare parts for pump Total  Generator service $2,706  $2,439 $3,022 $8,167  The motion also included tabling al backup pump at the head works. Vote 4-0, all agreed. Ar motion to pay Keller Engineers and Salzmann Hughes the amounts in arrears. Moved by Mr. Ar motion was made by Mr. Croutch, seconded by Mr. Epley to accept thei financial statements. A motion to adjourn was made by Mr. Epley, seconded by Mr. Croutch at 8:35 PM.
