MINUTES March 18, 2024 NORTH CATASAUQUA BOROUGH COUNCIL MEETING CALLTO ORDER PLEDGE ROLL CALL PRESENT: President Peter Paone, Vice President John Yanek, Councipersons: Adam Landis, Mike Macsisak, Jessica Cope, Michele Hazzard, Dan Snyder (virtual). OFFICE REPORT - Tasha Jandrisovits 2023. Audit review - Summary of comments from auditors -1 formal letter to council will First area of feedback was tied to the end of month reconciliation process. We need to update the accounting system to allow for all of our accounts to bet tracked in the system, rather than on spreadsheets. We can do this now that we upgraded Freedom. In addition, we need to create clear reports showing the reconciliation and balances for council. PUBLIC WORKS SUPERVISOR REPORT-Travis Brett- no report EMERGENCY MANAGEMENT REPORT - Greg Scheirer - no report FRE/CIILSERVICE/OPERATIONS- - Roger Scheirer (given by Tasha Jandrisovits) Update on 1492 Main Street - The property was condemned due to a serious electrical safety issue. We have talked to the Property Manager and the Owner and put them in touch with Keycodes Inspection Agency to discuss what needs to be done in order to re- occupy the property. The borough has not imposed a timeline for these repairs. The owner is responsible fori taking the next steps to move this forward. POLICE DEPARTMENT REPORT- ChiefWolfer- - report given by Sgt. Tramonte Statistical report attached tot the end of the minutes. Moving Forward Iwould like to formally thank Senator Nick Miller for his ongoing support of the law enforcement community. Senator Miller announced, on March 12th, that we have been awarded $15,000.00 for law enforcement recruitment. By supporting this action, Senator Miller has assured we have the funding available to support the recruitment of professional Police Officers with the highest level of morals and integrity here in North Catasauqua. II look forward to future endeavors with Senator Miller to meet our mutually shared goal of continually improving the safety and prosperity of the citizens Iwould also like to formally thank the Pennsylvania Commission on Crime and Delinquency, known as the PCCD, who provided the funding for this grant. The funding was provided following an application deemed worthy of award. The PCCD has been an invaluable asset to our department and the improvements made overt the past 5 years we serve, protect, and represent. would not have been possible without them. Officer Safadi is currently in Phase 1of FTO and is meeting all standards. Page 20 of5 Officer Knecht has successfully completed his re-introductory: field training. He is currently filling the shifts of ouri former officer. This has permitted our detective to leave the patrol rotation and resume his assigned duties and focus on his primary role as the lead criminal investigator. OFFICE INSURANCE & PERSONNEL REPORT - Adam Landis no report. PUBLIC WORKS REPORT-J John Yanek-r no report. RECREATION COMMITTEE REPORT - Michele Hazzard Michele reviewed the proposal for summer program from the YMCA. Michele stated the recreation committee posted the camp leader position and received no applications. The YMCA has an established program and is willing to run our summer camp. All employees are licensed and have all the clearances. The rec committee is interested in the 2 % hour program, which includes lunch provided free byt the church. John asked whyt they were looking to do only6 6weeks instead of 8 weeks like other years, Michele said this length of time works better. The reci is also hoping to offeri the wiffle ball program in the afternoon, leaders are working on clearances now. Rec committee'snext meeting is April 17th. It was asked ift there was money in the budget to pay for this and Tasha stated there was $4500 budgeted for summer program salaries and $500 for supplies that could be used towards the program. Michele stated there would still be waged for the wiffle ball help. Rec is looking to register North Catty kids first andi then goi from there. Next steps are to get a contract drafted and then they willl bring to council to approve. Tasha said in future years, we may need to consider a nominal fee to those attending, neighboring towns charge for their summer programs. Jess mentioned and yes, ours includes free lunch as well, not sure others do. LAW COMMITTEE REPORT- Michele Hazzard - no report. PUBLIC PROPERTY & PARKS REPORT Jessica Cope - nor report. PUBLICSAFEIN-POLCE: - Michael Macsisak - no report. PUBLIC: SAFETY-FIRE REPORT- - Daniel Snyder no report. MAYOR REPORT - William J. Molchany Mayor Molchany reported he will take over the Hometown Hero flag program from Marc Hillenbrand, Marci is busy with upcoming carnival, etc. John stated he noticed they were kept up over the winter, will discuss with publicv works on how we want to handle going forward. SOLICITOR REPORT- - Atty. Stephanie Steward - no report. Page 3 of5 COUNCIL PRESIDENT REPORT - Peter Paone Roof study - Keystone Engineering. Pete discussed the quote received from Keystone Engineering to do the prework fori the roof project. There are 3 phases. Phase 1- $18,500 - plan, drawings, meet, finalize bid docs, professional services, meet for final project review. This will allow us to get consistent bids. Pete is concerned that ifv we don't do this, we will be at the mercy of the contractor to determine final costs and add additional amounts. The trusses are sagging, but we don't have a good estimate on how many of them need to be replaced. We could get bids with great variation. Pete explained that he discussed with Tasha, and the counter point to this is how do we know we get value for the money spent up front and can we afford the project in the end anyway. Pete thinks he will be able to go for a grant or a low-cost loan. Phase 2- $3800 -t they will put the quote up on Penn Bid, handle pre bid meetings, eval, Phase 3-$7800-C construction admin - applications, ensure project done. prepare, pre-design meeting. Pete hopes it could go out for bid in May or. June, get backl by August and we can get fixed before temporary that there is warp wheret thei two meet, it is deflecting the water down and ponding. Mike agrees repairs fail. Mayor Molchany commented that we have a flat roof. Pete mentioned to move forward with the study. NEW BUSINESS John wanted to confirm if the thank you notes for the police donations were sent. John stated the nets will go up, the courts look good, he will get with Travis for volleyball. John stated he knows the police have a lot to do, but there are a lot of skateboard and bike tire marks on the courts, they were just, painted a few years ago, the courts will get ruined. John asked that the. police head off issues at the park early this year. John mentioned that the Jess Finn fest is being planned, scheduled for.
