Jerry Bowman call the meeting to order at 6:30 pm  CITIZEN COMMENTS: Charlie Noecker of 3 Becker St stated about garbage and recycling issues where  residents are putting garbage out before the allowed time of 5pm the day before collection and leaving cans ati the curb and notl bringing them back to the Ruth Tucci of 211 Fidler Ave stated that shei is still waiting for a dumpster to be Ont thei following motions Council approved the WWTP upgrade invoices: 1. Noto Electrical- $52,193.97: On motion of Montz/Kavanaugh Council approved the McGovern handicap  property.  delivered to the Llewellyn. Apartments. CITIZEN COMMENTS: Mary Achenbach of119 Center Ave questioned about the upcoming PennDot  paving project of Center Ave  OTHER BUSINESS:  President Bowman: stated that Kevin Yoder approached Jessica and him about Vice President Gordon: stated that the canal lock platform looks good and asked  the consideration to sell Panther Valley for timbering.  ift there will be a plaque placed. ADMINISTRATION: On motion of Montz/Gordon Council approved the February transfers.  On motion of Montz/Williams Council approved the AMP AMI electric meter On motion of Montz/Williams Council approved the letter from GSHABA re: Council tabled the request from Main Street Moonshine re: Outdoor Concerts so they can get a community development committee meeting set up to further  grant resolution. Walk, Wine and Wander  discuss the request.    OLDI BUSINESS:  Member Roeder questioned about the codification process, Solicitor Semanchik Council questioned about the Nextera agreement if anything was updated.  said hei is almost finished the review. Vice President Gordon stated that he was questioned about the bike program that was presented to council a few meetings back. Member Montz stated about the audit exit report/meeting Friday morning. Member Williams stated the recreation board didn't get to meet and gave an update about the new volleyball net/stand to bei installed at the rec center.
