Minutes May 6, 2024 NORTH CATASAUQUA BOROUGH COUNCIL MEETING CALLTOORDER PLEDGE ROLL CALL PRESENT: President Peter Paone, Councilpersons: Adam Landis, Michele Hazzard, Dan Snyder. Mayor Molchany, Solicitor Stephanie Steward, Treasurer Annette Englert, Police Chief Chris Wolfer, Secretary Tasha Jandrisovits, Jr. Councilperson Kaitlyn Lawton ABSENT: Vice President John Yanek, Jessica Cope, Michael Macsisak APPROVAL OF MINUTES MOTION: By Adam Landis to approve the meeting minutes from the April 15, 2024. 2nd by Dan Snyder. No additional discussion, all in favor PEOPLE PRESENT Pivot Energy- - Seth Shafer and Jacob came to do presentation. They are typically a community solar facility, 20-30 acres in MD and DE, company is based out of Colorado. These facilities are not available yet in PA, legislation pending, green energy allowed, people can subscribe and save 10-25% on their energy bills. They are in discussions with various locations with open space, the airport being one oft them. They understand this parcel was originally left open for the flight plan. Their company is interested in community engagement and impact -1 their website shared this as well, they often look to help a program within the community, there is also an anticipated tax revenue with this type ofi improvement. They provided an early sketch for council to review, showing how they use screening to make it the least visible, there is no water, sewer or electric use. There is no nighttime lighting. Requires a monthly visit to check. The equipment on site is like the sound of a washing machine = one piece in middle of field which produces al light hum. He noticed that our zoning ordinance was from the 90's-so obviously when that was written this was not even a potential use at the time. He then asked Dan Snyder asked if there are other small boroughs or townships that he can provide as reference? Seth said yes, and they are listed on their website. Pete discussed this areai is zoned rural, residential open space. Pete stated that this would need to go through zoning. He also noted we: are ini the midst of updating that through the multi municipal plan. Pete questioned the community funding. Seth said there is a % oft the budget that is designated for this, can be on a local or county level. Workforce development can be a fairly significant chunk of the council if they! had questions. Page 1 of4 budget, improvements are normally one large item or project. Mayor Molchany asked what is the timeframe and is there ani interconnection process with PPL? Seth said yes, and that can take the longest, have to do a separate application and they may come back with improvements, there is distribution, no substation, just a small equipment pad, will it work relative to their design. Pete then said there is the County Conservation and borough approvals, site plan approval, storm water etc. Would need to tie ini from Howertown Rd. Seth stated it would tie into the overhead system that is there. Dan questioned the noise level again and was told that the panels do not make noise, just the small central equipment. Seth stated there is 8' high AG fencing, grounded, with screening as all the new homes are there. Seth mentioned he saw all the dirt that washed down Hunter St., assuming we have a stormwater issue. Pete said wej just paid to fixi it, added rock. Dan asked if there were any concerns with these being ini the flight path. Seth said there would be an FAA glare study done, and that too is whyt the screening is done. The panels rotate north to south and follow the path oft the sun, the rotate veryslowly. Discussed benefits to the community as subscribers. Dan confirmed they are in a preliminary agreement with the airport - Seth said yes, needed that to get to this point, they did an RFP 3-4 years ago, they won the bid, and this is one oft the potential properties in the area. Confirmed there is pending legislation - passed through house and senate - house bill 1872-F PA Alternate Energy Bill- - Supported by Lisa Boscola. TREASURER REPORT - Annette Englert Pitney Bowes mail machine quote - PB -STR - mail meter company = decertifying our postage meter, current lease is $105 per month, new machine is $79 per month - single envelopes only but they will pick up larger mailings at no charge, put postage on and bill us for just the postage amount. Also-f for .03 they will fold and stuff. MOTION: By Dan Snyder to approve the new lease of the PB mail machine at $79.00 per month, with additional services as discussed and needed. 2nd by Adam Landis. Michael Renner is the only candidate on the list - he: scored an overall 84.6%, Civil Service approved the list on May 2nd. Borough Pollutant Reduction Plan - update COUNCIL PRESIDENT REPORT Peter Paone Requirement from state to work on limiting runoff due to ms4, original plan approved 2/2021 - among things to do was implement sediment control socks, replace, conservation district came to us about Hunter Street station to reduce runoff, working with airport and farmer. Last year, met with all - including Bryan Page 3 of4 Cope. Travis in midst of implementing new plan, putting in large rock, etc. Keystone stated with this work being done, that is all we need to do to hit our target for reduction SO we will replace our prior proposal and meet our ms4 requirements. Received the amendment to 2021 plan once all figures in we will need to approve after 30-day comment period. Approve and then submit to the state.
