-1- EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316 Call to Order: The regularly scheduled monthly meeting of the East Berlin Borough Council began with the Pledge of Allegiance at 7:001 PM led by Chris Warner, Council President on Wednesday, July 10, 2024, at the Members Present: Chris Warner, Judith Salomon, Robert Larson, Charles Philips, Gregery Green and East Berlin Borough Hall. Motion carried. Guest Speaker: Catherine Vasko Branch Manager Jean Barnett Trone Memorial Library Story-walk at the Borough Park update. Catherine will coordinate with Craig Shaffer Borough Maintenance for Story-walk installation and supply storage. Catherine will continue follow-up with the Borough regard Story-walk content. Maintenance Report: Craig Shaffer: Charles Philips motioned the transfer of $20,000 from the General Account to the General Reserve Account for the anticipated expenditure of a new F-350 plow truck with snow plow and salt spreading Charles Philips motioned the expenditure of $75,418.78 for ai new F-350 plow truck with snow plow and salt spreading accessories, second by Gregery Green. By roll call vote motion carried. As requested, the Solicitor reported that the Borough Code limits the amount of money al Borough Council member can receive annually, for Boroughs with aj population of 5,000 or less the maximum annual compensation is $1,875. This increase would take place after upcoming elections. Current Council would not be eligible for the stipend increase until after the next election that applies to their Gregery Green voted to increase the stipend to the maximum allowed, second by Charles Philips. Administrator's Report: Regarding #1 oft the report - Chris Warner Council President appointed a' Traffic Signal Committee to include Judy Salomon, Heather Gentzer and Mayor Stephanie Haley to further Regarding #5 Judy Salomon motioned to authorize the Borough's Traffic Engineer to review the Brian Properties LP Preliminary / Final Land Development Plan scoping application, Regarding #7 Judy Salomon motioned to reject the bid for the East Berlin Borough ADA Access Project due to incomplete bid documents, second by Charles Philips. Motion carried. Regarding # 7 Robert Larson motioned a temporary hold on the ADA project for the calendar year 2024 and rescind the CDBG grant, re-applying for future grant funding with hopes that the percent funded will be closer to one-hundred percent of the total project cost. (As stated in option #2 oft the Engineer's Report), second by Gregery Green. Motion carried. evaluate the Traffic Signal upgrade at SR234/SR194. second by Charles Philips. Motion carried. Council acknowledged that the Treasurer will need to open two additional Parks & Rec Fund accounts Judy Salomon motioned a stipend increase to $2000 annually for the Emergency Management Coordinator effective immediately, second by Gregery Green.
