NEWVILLE BOROUGH WATER AND SEWER AUTHORITY  REGULAR MONTHLY MEETING MARCH: 18, 2024  The regular monthly meeting oft the Newville Water and Sewer Authority was held March 18, 2024 at 6:00 PM in the Newville Municipal Building, 4 West Street, Newville PA.  The meeting was called to order by Chairman Roger Hoover.  The following authority members responded to roll call: Joseph. Arnold, Michael Croutch, John Also presents were NWSA and Borough Manager Robert Sabatini, Assistant Newville Secretary/Ireasurer Deborah Piper, Keller Engineers William Hill, and Zachary Rice Esq. New authority member, Joseph Arnold was introduced by Chairman Hoover.  Epley, Clarence Fry and Roger Hoover.  Salzmann Hughes PC.  There were no citizen comments.  The minutes oft the February 22nd Special Meeting and the February 26th Regular Meeting were approved as presented on a motion by Mr. Epley, seconded by Mr. Croutch. Vote 5-0.All agreed. Mr. Hoover and Mr. Croutch negotiated a connection fee with Beck Barrick to replace a water meter that was removed in 2011. Motion was made by Mr. Epley, seconded by Mr. Crouch. Vote Ai motion to approve and have Attorney Rice execute an amendment to the escrow agreement between Newville Water and Sewer. Authority and Appalachian Asset Management LLC. Moved  5-0.All agreed.  by Mr. Epley, seconded by Mr. Crouch. Vote 5-0.. All agreed. The Plant Operator'si report was accepted as presented. The Plant Supervisor'sr report was accepted as presented. The Manager's report was accepted as presented.  Mr. Hill is working on updating insurance values for the Authority properties.  Mr. Epley moved and Mr. Croutch seconded to adopt the revised standard developer'sagrement  dated March 18, 2024. Vote 5-0.All agreed.  1/Page    Amotion was made by Mr. Epley, seconded by Mr. Fry toj purchase a R-Rot Assembly to repair raw: sewage pump #2 at the cost of $4,875.19 plus shipping. Vote 5-0. All agreed. Amotion was made by Mr. Arnold, seconded by Mr. Epley to purchase a C.L. 17 Clorine  Analyzer at a cost of $3,281.30 plus shipping. Vote 5-0.All agreed.  Agreed tol have Utility Services Communication Services place signage on the water tower fence toi indicate who to contact for attaching communication devices to the water towers.  Financial statements were accepted as presented. Flagle for posting of shutoffn notices.  Agreed tol have Constable Loren Hockensmith share responsibilities with Constable Donald The. Authority Board went into Executive Session at 8:08 PM to discuss legal matters. The Board resumed Regular Business at 8:251 PM.
