MINUTES March 4, 2024 NORTH CATASAUQUA BOROUGH COUNCIL MEETING CALL TO ORDER PLEDGE ROLL CALL PRESENT: President Peter Paone (virtual), Vice President. APPROVAL OF MINUTES MOTION: By Michele Hazzard to approve the meeting minutes from the February 19th meeting. 2nd by Mike Macsisak. No additional discussion, all in favor. PEOPLE PRESENT Mayor Molchany swore in two new police officers- Samuel Safadi and Quentin Knecht both took the Oath of Office. OFFICE REPORT- Tasha Jandrisovits Heavy equipment bid - received only one bid -i it was from Lorah Excavating. Opened by John at the meeting, John read the prices to council. Mike commented that those were really good prices. MOTION: By Mike Macsisak to accept the bid from Lorah Excavating for heavy equipment. This was the only bid received. PUBLIC WORKS SUPERVISOR REPORT = Travis Brett - no report. EMERGENCY MANAGEMENT REPORT - Greg Scheirer - no report. FIRE/CILSERVICE/OPERATIONS - Roger Scheirer 11 calls for the month of February. Average response from dispatch to enroute is 3 7n members in firefighters' class 2 right now, this is a 100-hour class. Departments will Roger handed out reports to council, lists Incident type on page 1 and times of dispatch reported how long on that incident, etc. He will provide this report each month. Civil service set dates for the testing (4/20) and interviews (5/1-6 6pm), for the full time SRO position, it was advertised, posted on website and doors. Applications are due 3/22 minutes, 48 seconds. have 90% of members ati firefighter 2 level. by 4pm. Civil Service will present the list to council the first meeting in May. Belfor completed the temporary roofr repair. Heater on the first floor of the Borough building stopped working 4 days ago. Roger secured 3 quotes-Henderson: $22, 470, Deiter Bros. $26, 584 and Climatemp $39,205. Pete thanked Roger and the fire departments for their response to the 3rds street fire. Roger discussed that Henderson has a 5-year parts and one year labor warranty. Maintenance contract would be the same, will need prices if we choose to get one. Prefer option 2 on their quote, using existing heater for office and PD has mini splits already. The new unit will put the entire first floor on onezone. POLICE DEPARTMENT REPORT- Chief Wolfer Chief Wolfer's monthly stats report and data is attached to the end of this report. Wei instructed Physical Conditioning at the Lackawanna Police Academy on February 27, 2024. PUBLIC WORKS REPORT-, John Yanek no report RECREATION COMMITTEE REPORT - Michele Hazzard Michele stated the rec committee is meeting next week. They ran ads for the park program but are not getting applicants. They are meeting with the YMCA to review what they can offer; they could take over and run the program, John thought this was a better option than cancelling for the second summer. Pete asked when they needed council to vote to give the YMCA notice, Michele said they have until May to let them know. Stephanie Steward Mayor Molchany reported the bench dedication at the park with the Whitehall Chamber of Stephanie had nothing to report, and stated she was happy to answer any questions. John asked what happens with Almond Street if we still do not get any response after 2nd advertisement. Stephanie confirmed we can then go through alternate procedures; she will confirm we have a resolution in place for that. COUNCIL PRESIDENT REPORT- Peter Paone Pete stated he received a bid from Keystone Engineering just this morning for the creation ofa bid package and the project evaluation for the roof repair/replacement.
