-1- EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316 The monthly meeting oft the East Berlin Borough Council was held Wednesday, February 10, 2021, at the East Members Present: Roberta Teal, James LeVan, Donald Dixon, David Meixner, Charles Krall, Mayor Keith Berlin Borough Hall. The meeting was opened with the Pledge of Allegiance at 7:00 PM. Hoffman and Anne Geiger, present for the initial halfo oft the meeting. Members Absent: Jason Wood Also Present: Secretary/reasurer Cindy Smith Also Present Remotely: Solicitor Matthew Battersby Guests / Constituents present remotely: Walt Geiger, Jan Hoffman, Chris Warner - Borough EMC, Robin Approval of Agenda: James LeVan motioned to approve the meeting agenda as presented second by Donald Heyser, Jim Hale - Gettysburg Times, Dylan Segelbaum - York Daily Record Dixon. Motion carried. Solicitor Battersby's Report: Solicitor Battersby met with the Offices of Adams County regarding tax implications ofal Deed transfer to the East Berlin Community Center (EBACC). He also explained the rational for inclusion ofa reverter Solicitor Battersby is continuing work for plan acceptance of 429 West King Street (Old Nell's Building). Solicitor Battersby has followed up and received quotes for both the Appraiser and the Contractor in Solicitor Battersby is working with Cindy Smith, Right-to-Know officer regarding a request from Dylan Charles Krall has requested that an Inter-municipal Agreement be drafted for sharing employees between Robin Heyser announced the EBACC Partnership Meeting will be Tuesday, March 9, 2021 at 6PM. Mayor Keith Hoffman read and reviewed the 16 incidents from the January Police report. The Mayor further addressed concerns regarding Disciplinary Action taken against the Chief of] Police, Terry Seitz. Mayor Hoffman also made a statement addressed to Anne Geiger acknowledging her ongoing e-mail and communication inquiries surrounding those Disciplinary Actions taken against Police Chief and advised all that he would not be responding to her e-mails from that date forward due to her misuse ofthat information. Subsequent to a lengthy conversation a motion was made to remove Anne Geiger from both the Communications: Committee and the Parks and Recreation Commission by Donald Dixon and second clause in the deed, to the East Berlin Borough. regards to the Old Firehouse. Payment of Bills A summary ofthe bills paid for. January totaling $ 14,155.27 was reviewed. Ar motion was made to pay the bills by James LeVan with a second by Donald Dixon. Motion carried. Streets/ Maintenance: Planning/Zoning: Personnel: David Meixner read and reviewed the Borough Maintenance Report. David Meixner reported that the Planning Commission reorganized their members January 28, 2021. James LeVan motioned to reappoint Dolores Elicker-Bream to the Zoning Hearing Board for an additional Mayor Keith Hoffman accepted the position of Communications Committee Chairperson. James LeVan motioned to appoint Jodi Scheiterlein to the Parks and Recreation Commission. This position may be held by al Non-Borough resident. The motion was second by Charles Krall. Donald Dixon motioned to give Bob Meminger, Borough Maintenance a 3 percent raise effective immediately and second by James LeVan. By roll call vote - 5 yes /2 absent. Donald Dixon motioned to give Don Myers, Borough Maintenance a 4 percent raise effective immediately and second by James LeVan. By roll call vote - 51 yes/2 absent. David Meixner voiced his discontent with the decision to remove Anne Geiger from the Communications Committee and the Parks and Recreation Commission. 5 year term, second by Donald Dixon.
