1- 128 Water Street East Berlin, PA 17316 EAST BERLIN BOROUGH COUNCIL Call to Order: The regularly scheduled monthly meeting of the East Berlin Borough Council began with the Pledge of Allegiance at 7:001 PM led by Chris Warner, Council President on Wednesday, April 10, 2024, at Members Present: Chris Warner, Robbie Teal, Judith Salomon, Charles Philips, Gregery Green, Robert the East Berlin Borough Hall. Members Absent: all present Larson, Heather Gentzler and Mayor Stephanie Haley Also Present: Solicitor Matt Battersby and Adminstatot/reasurer Cindy Smith Approval ofAgenda: Roberta Teal motioned approval, second by Gregery Green. Motion carried. Solicitor's Report: The Solicitor noted that the Administrator Cindy Smith, himself and other members have completed the second oft two meeting, regarding the DCNR Parks & Recreation "TEAMS" meeting as it relates to The Solicitor advised that the Deed to the Fire Department is recorded in Liberty Fire Department's name and needs to be updated to Northeast Adams Fire and EMS. Charles Phillips acknowledged the comment and stated that he would take care of this detail with thel Fire Department. Charles Philips provided a copy ofthe business savings account statement which is a separate account established to deposit the impending $60,000.00 donation from the Borough. Judith Salomon motioned to disperse a total donation of $60,000 during the May Council Meeting to Northeast Adams Fire and EMS, second by Roberta Teal. By roll call vote, motion carried. Council acknowledged receipt of the Borough Maintenance Report. will assist Craig and Scott Borough Maintenance Staff. Judy Salomon motioned to send a letter to PennDOT requesting a Speed Study on S.R.234 within Rob Larson indicated if a liaison is needed for communicating maintenance concerns with EBACC he Planning Commission: John Schlaline John Schlaline confirmed the legally established action dates and deadlines that the Planning Commission and Council must adhere to for Berlin Rental LLC, Land Development Plan (LDP). Roberta Teal motioned to accept the March 13, 2024 Meeting Minutes with minor correction, second Approval of the Minutes: by Gregery Green. Motion carried. Committee Reports: Finance: Roberta Teal: Council acknowledged receipt oft the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned to pay the March bills in the amount of $21,398.89, second by Gregery Green. Motion carried. -2- Chris Warner presented the following reports: Emergency Management Report. Emergency Services Report Chris Warner presented Proclamation/ /1 Resolution 04-2024-03 "Before You Dig 811" advising Council that April is "Safe Digging Month". Mayor Haley read/reported on the following: Review oft the Police Report(s) Speed Sign Report Ordinance Officer Report Mayor's Report Mayor Haley presented Resolution 04-2024-2 East Berlin Junior Council Person to the Council. Gregery Green motioned to approved said Resolution, second by Roberta Teal. Motion carried. Chris Warner advised Council that he had contacted Wayne Smith Code Enforcement Officer by phone and advised him that his services are no longer required as of April 1, 2024. He advised Mr. Smith that the Borough plans to go in a different direction regarding Code Enforcement. Judy Salomon motioned that the Personnel Committee meet and discussing the Borough Administrator Personnel - Chris Warner: position, second by Heather Gentzler. Motion carried. Constituents /Guests Present: Girl Scout Troop 80112 with Leader Kristin Orwick and Mike Bergels observing the Council Meeting. C.S Spagnola 131 Lodge Lane requested clarification on which meeting to attend for water and sewer related concerns. He was advised to attend the upcoming East Berlin Area Joint Authority meeting. John Schlaline spoke during the Planning Commission comments.
