Warner and Mayor Stephanie Haley Members Absent: Charles Krall Solicitor Battersby's Report: Also Present: Solicitor Matt Battersby and Adminsrator/Ireasurer Cindy Smith Approval of Agenda: Roberta Teal motioned approval, second by Heather Gentzler. Motion carried. Solicitor Battersby presented Ordinance 2023-01 Transient Business Ordinance. Roberta Teal motioned toa accept Ordinance 2023 -01 as advertised and presented, second by Chris Warner. Motion carried. Judy Salomon motioned for an application fee of$100.00 associated with Ordinance 2023-01, second by Roberta Teal. Motion carried. Constituents / Guests: Curvin Dennis - Spoke in strong opposition ofOrdinance 2023-01. Lynn Spangler - Complaint about speeding in the Borough. Rita Linebaugh - Spoke in support of Ordinance 2023-01. Jack Orner - Fruit stand is a safety concern. John Schlaline - Spoke in support of Ordinance 2023-01. Emma Diehl Complaint regarding vehicles that do not stop at posted sign in her Beaver Colony. Donald Dixon motioned to accept the March 8, 2023, Meeting Minutes, second by Judy Salomon. Approval oft the Minutes: Motion carried. Committee Reports: Personnel- - James LeVan Roberta Teal motioned to advertise and hire a part-time, contractual, maintenance employee with a pay rate of $18 per hour, on an as needed basis, up to twenty hours per week, second by Judy Roberta Teal motioned to hire a part-time seasonal worker, with a pay rate of $18 per hour, on aas Salomon. Motion carried needed basis, up to fifteen hours per week, second by Judy Salomon. Finance: Roberta Teal Council acknowledged receipt of the Profit & Loss Statement as well as the Summary of Accounts. Emergency Services Report Briefly reviewed the Engineer report Chris Warner motioned toj purchase a new pallet fork attachment in the amount of$1,050.00, second Judy Salomon motioned to replace the Beaver Colony lights for a total fee of$5,250.00 due to aging- Chris Warner and John Schlaline, Planning Commission Chairman, spoke regarding updating the current East Berlin Borough Subdivision and Land Development Ordinance (SALDO). Roberta Teal proposed tabling further discussion of disposition procedures for the Old Fire House Building until the May 10, 2023 Council Meeting. Parks and Recreation - Mayor Haley: Mayor Haley read and reviewed the following: Read March 2023 Police report(s) Mayor's Report No report The Mayor gave an overview oft the June 24th Beaver Colony Community Yard Sale and the anticipated parking issues. She will be presenting a Proclamation regarding areas ofno-parking signs during the May 10, 2023, Council Meeting.
