1- 128 Water Street East Berlin, PA 17316  EAST BERLIN BOROUGH COUNCIL  Call to Order: The regularly scheduled monthly meeting ofthe East Berlin Borough Council began with the Pledge of Allegiance at 7:001 PM: led by James LeVan, Council President on Wednesday, December 14, 2022, Members Present: James LeVan, Charles Krall, Judith Salomon, Donald Dixon, Heather Gentzler and  at the East Berlin Borough Hall. Mayor Stephanie Haley Members Absent: Roberta Teal  Members Present arriving late: Chris Warner 7:30  Also Present: Solicitor Matt Battersby and ecretary/Ireasurer Cindy Smith  Approval of Agenda: Charles Krall motioned approval. second by Heather Gentzler. Motion carried.  Solicitor Battersby's Report: No report. Constituents/ /Guests:  John Schlaline Planning Commission Chairman spoke during the Planning Commission report. Walt Geiger emphatically voiced his support of appointing Lee-Ann Brown to the open vacancy on the Planning Commission. The vacancy was created due to Ed Robbins resignation. Finance: James LeVan  Charles Krall motioned to accept the November 9, 2022, Meeting Minutes, second by Judy Salomon.  An Executive Session was held to further discuss appointment ofLee-Ann Brown to the Planning Council acknowledged receipt of the Profit & Loss Statement as well as the Summary ofAccounts. Judy Salomon motioned to pay the November bills 48,983.92, second by Donald Dixon. Motion Charles Krall motioned acceptance of the 2023 Budget noting a surplus of funds and therefore noting no tax increase would be necessary, second by Donald Dixon. By roll call vote, with all in favor,  carried.  motion carried.  Chris Warner = read and reviewed the following:  Maintenance /S Streets-Borough Maintenance Report was provided by Bob Meminger & Craig Shaffer. Planning Zoning - acknowledged receipt of] Planning Commission Minutes. John Schlaline spoke regarding School House Lane, Penn Dot Connects, the possibility ofa SALDO update and noted a  formal recommendation for Fruit/ Vegetable Stand Ordinance is forthcoming.  Emergency Management Report. Emergency Services Report  Subsequent to a review by Solicitor Battersby, Chris Warner motioned acceptance oft the Washington  Township Mutual Aid Agreement, second by Charles Krall.    -2-  Parks and Recreation - Mayor Haley:  Are considering planting a tree in commemoration and honor ofBob Meminger Borough  Maintenance, service to East Berlin Borough due tol his retirement. Pennsylvania State Police activity report as related to the Borough. both putting up the Town's Holiday lights and the Annual Turkey Trot.  Mayor Haley read and reviewed the following:  Speed Sign report.  November 2022 Borough Police report. Mayor Haley publicly thanked Chief Seitz for assisting with  Mayor's Report Correspondence: James LeVan Training and webinars available  Thank you letter from Zwingli United Church of Christ for the assistance oft three Borough Employees assisting with the refuge family residing in the Borough. Council Member Heather Gentzler added a thank you to Chiefs Seitz for his reassuring presence at the Borough Park ini the morning while many  people are walking /exercising there. Upcoming Event Announcement:  The next meeting is scheduled for January 11, 2023, 7:00 PM at the Borough Hall.  Executive Session: Charles Krall stated a recommendation for an in-person interview with Lee-Ann Brown for possible appointment to the Planning Commission. Solicitor Battersby will be in attendance for said interview. The consensus of the Council was to proceed with Charles Krall's statement.
