James LeVan, Council President on Wednesday, July 12, 2023, at the Members Present: James LeVan, Roberta Teal, Charles Krall, Judith Salomon, Donald Dixon, Chris  East Berlin Borough Hall. Warner, Heather Gentzler  Members Absent: Mayor Stephanie Haley  Also Present: Adminstralor/reasurer Cindy Smith and Code Enforcement Officer Wayne Smith Approval of Agenda: Roberta Teal motioned approval, second by Chris Warner. Motion carried.  Administrator's Report:  Council acknowledged the Adams County Library "Story-Walk" letter of support request. Roberta Teal motioned an expenditure of $1,000.00 for security cameras at the park, second by Council acknowledged receipt of the Engineer's Report. Charles Krall motioned to approve item number seven of the report granting permission to the Engineer toj pursue working with Adams County fori installation oftemporary traffic counters on South Avenue near the Library and on Beaver Street, Acknowledged receipt of Planning & Zoning report and upcoming meeting Agenda including the time Old Fire House Auctioneer = acknowledged the update, via e-mail, from the Solicitor. He is awaiting further communication from Redding Auctioneer Service of details pertaining to the sale date and Acknowledged receipt oft the Mayor's written comments regarding Special Events Standardized Form. June 19th.  taking photos of the property.  Acknowledged receipt oft the Mayor's Report. Acknowledged receipt of] Police Report. Ordinance Officer -Wayne Smith Reviewed his report with Council.  Regarding the International Building Code (IPMC) -. James LeVan advised Wayne Smith Ordinance Officer that he does not agree with taking away property Owner's rights and the Council is not further considering adopting the IPMC. This is upon advice received from Solicitor Battersby's during the June meeting during which time the Solicitor spoke oft the gravity inj potentially adopting the International  Building Code (IPMC). Executive Session: 7:49 PM- 8:02 PM Lane. James LeVan spoke on behalf of the Council.  The Session was held regarding the Ordinance Officer's report of the property located at 211 Schoolhouse  Executive Session Decision  James LeVan spoke on behalf oft the Council, advising the Ordinance Officer to prosecute to Owner(s)  of211 Schoolhouse Lane to the fullest extent oft the law.    -2-  Approval oft the Minutes: Motion carried. Committee Reports: Personnel- - James LeVan  Chris Warner motioned to accept the. June 14, 2023, Meeting Minutes, second by Roberta Teal.  Roberta Teal motioned the appointment of Steve Hailey to the Parks & Recreation Commission for an  additional three-year term, second by Charles Krall. Motion carried.  Finance: Roberta Teal  Council acknowledged receipt of the Profit & Loss Statement as well as the Summary ofAccounts. Roberta Teal motioned toj pay the June bills $14,189.61, second by Charles Krall. Motion carried.  Chris Warner- presented the followingreports and information:  Emergency Management Report. Emergency Services Report  Chris Warner received an e-mail response from Dustin Avery President -1 Northeast Adams Fire & EMS on June 13, 2023, declining to write ai response from the Fire Department that there is no further interest in leasing or being gifted the "Old Fire House". This was in response to an e-mail request for Council has referred Chris Warner to work with Solicitor Battersby in completion of the Special Event  such documentation previously in the month.
