1-  EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316  Call to Order: The regularly scheduled monthly meeting ofthe East Berlin Borough Council began with the Pledge of Allegiance at 7:00 PM led by Chris Warner, Council President on Wednesday, August 14, 2024, at Members Present: Chris Warner, Roberta Teal, Judith Salomon, Robert Larson, Charles Philips, Gregery  the East Berlin Borough Hall. Members Absent:  Green, Judy Salomon, Heather Gentzler and Mayor Stephanie Haley Also Present: Administator/lreasurer Cindy Smith Solicitor's e-mail correspondence:  Approval of Agenda: Roberta Teal motioned approval, second by Gregery Green. Motion carried.  Inr response to the e-mail correspondence regarding Kuhn's Woods from Solicitor Battersby to the Council, Charles Philips motioned to rescind the current Kuhn's Woods Grant Contract #BRC-TAG- Roberta Teal motioned to request Solicitor Battersby pursue a Quiet Title related to the old railroad right-of-way crossing over and through Kuhn's Woods, second by Gregery Green. Motion carried. Due to the unfortunate outcome oft this Grant Contract recission, Council concurred that now and in the future the Borough Solicitor will review all proposed Grant applications as related to the Borough Steve Haley discussed the need for mulch/maintenance at the park and stated that the Parks and Rec Commission will assist with the related labor. Judy Salomon motioned an expenditure of up to $6000.00 for this purpose, second by Charles Phillips. By: roll call vote motion carried. Council acknowledged receipt oft the Borough Engineers Report dated August 14, 2024.  29-58 and reapply next year, second by Robert Larson. Motion carried.  prior to Grant Application submission.  Parks & Recreation:  Council acknowledged the Parks and Recreation Report  Administrator's Report:  Regarding #1 the Mayor stated she is following up with outside Political Agencies regarding Regarding #4 oft the report - Robert Larson motioned to table the Berlin Rentals Plan due to the absence of Solicitor Battersby, second by Judith Salomon. Charles Phillips was in Judith Salomon motioned to accept the 90-day letter oft time extension from Berlin Rentals LLC extending the Land Development Plan action deadline to November 13th Council Regarding #5 Judith Salomon motioned to accept the 90-day letter oft time extension from Brian Properties extending the Land Development Plan action deadline to November 13th Regarding #6 Charles Philips motioned to approve a waiver of SALDO 450-11, Preliminary Plan procedures, allowing Zwingli Uncited Church of Christ sub-division plan to proceed as a final plan Nunc-Pro-Tunc las of the October 11, 2023 Regular Council Meeting, second by Regarding # 7 Gregery Green motioned to request the Engineering Office to obtain estimates  the Traffic Signal Upgrade at SR 234/SR 194.  opposition of this decision. Axelrod LLC CPA for auditing and accounting services due to the resignation oft the current auditing firm RKL CPA, second by Gregery Charles Philips motioned to participate in an upcoming Adams County Fire Service Study ift the  Green. July 10, 2024, Meeting Minutes, second by  Judith Salomon. Motion carried. Committee Reports: Finance: Roberta Teal:  Council acknowledged receipt of the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned toj pay the July bills in the amount of $95,587.59, this amount included the purchase oft the 2024 F350 Maintenance truck, second by Gregery Green. Motion carried.  Chris Warner presented the following reports: Emergency Management Report Emergency Services Report Mayor Haley read /reported on the following: Review of the Police Report(s) Speed Sign Report ofthe Borough Council. Mayor's Report Ordinance Officer Report Personnel - Chris Warner:  Mayor provided speed sign quotes. The Council will be considering this further in the near future. The Mayor will be attending the PA Fall Leadership Oct 11-13 2024 at a cost of$190 with consensus  Gregery Green voted to increase the Mayoral stipend to $1,875.00 beginning with the calendar  year 2026, second by Heather Gentzler.
