EAST BERLIN BOROUGH COUNCIL  128 Water Street East Berlin, PA 17316  Call to Order: The regularly scheduled monthly meeting of the East Berlin Borough Council began with the Pledge of Allegiance at 7:001 PM led by James LeVan, Council President on Wednesday, May 10, 2023, at the Members Present: James LeVan, Roberta Teal, Charles Krall, Judith Salomon, Donald Dixon, Chris Warner  East Berlin Borough Hall. and Mayor Stephanie Haley Members Absent: Heather Gentzler  Also Present: Solicitor Matt Battersby and Adminstratot/Ieasurer Cindy Smith  Approval of Agenda: Charles Krall motioned approval, second by Chris Warner. Motion carried.  Solicitor Battersby's Report:  Solicitor Battersby reported during the Executive Session regarding the potential for disposition oft the  Old Fire House Building.  Constituents/Guest:  Thomas Teal, pending part-time, seasonal, contractual employee  Reverend Julia Beall, Zwingli United Church of Christ voiced complaints regarding EBACC blocking Robin Heyser EBACC: responded to Reverend Beall's complaints. An agreement was mutually reached between Reverend Beall and Robin Heyser to work with each other in future event planning, John Schlaline spoke during the Planning /Zoning Reporting portion of the meeting. Charles Krall, Council Member and a representative of the Lion's Club presented Chief Seitz with an Appreciation of Service plaque for his assistance with the annual Borough holiday light installation  North Avenue during yard-sale event. therefore avoiding traffic problems.  and removal for annual storage.  Approval oft the Minutes: Motion carried. Committee Reports: Personnel = James LeVan  Roberta Teal motioned to accept the April 12, 2023, Meeting Minutes, second by Judy Salomon.  James LeVan introduced Thomas Teal as a pending part-time, contractual, seasonal, employee Charles Krall motioned to increase the Contractual Employee pay scale as follows, Bruce Kehr increased to eighteen dollars per hour, Kelly Reinhold increased to eighteen dollars per visit, John Schlaline increased to six dollars per visit for the 2023 calendar year, second by Roberta Teal. Motion Roberta Teal motioned to appoint Keller Engineers as Borough Sewage Enforcement Officer (SEO), Council acknowledged receipt of the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned toj pay the April bills $32.547.96, second by Charles Krall. Motion carried.  effective spring / summer 2023.  carried.  second by Chris Warner. Motion carried.  Finance: Roberta Teal    Chris Warner- Acknowledged receipts of the following reports:  Emergency Management Report. Emergency Services Report  Presented draft version ofthe Special Event Notification Form. property the lot lines need to be definitively located.  Reviewed the Engineer's s report. Keller Engineers has completed a site visit to the Borough owned EBACC property and began preliminary lot line location. It was determined as a Borough owned Judy Salomon motioned to send an Official Letter tol PA Department ofTransportation regarding assistance with traffic calming assistance within the Borough, second by Roberta Teal. Motion carried. Through advice given by Solicitor Battersby, a consensus was reached to advertise the upcoming schedule for the East Berlin Borough Ordinance Committee regarding Subdivision and Land  Development Ordinance (SALDO) update.  Parks and Recreation - Mayor Haley:  Nor report  Mayor Haley read and reviewed the following: Read April 2023 Police report(s) Mayor's Report Borough Code Enforcement Officer'sre report  Presented the Mayoral Proclamation regarding areas of no-parking during the June 24th Beaver Colony Charles Krall motioned to pay the registration fee of $250.00 for Stephanie Haley to attend the  Community Yard Sale.  Mayor's Conference held in. July, second by. Judy Salomon. Motion carried.  Correspondence: James LeVan Training and webinars available Executive Session: 8:03 PM - 8:22PM Regarding disposition ofOld Firehouse Building.  Roberta Teal motioned that Solicitor Battersby draft a Resolution for disposition ofthe Old Fire House, second by Charles Krall. Motion carried. Charles Krall noted that the Fire House Appraisal document is a Charles Krall motioned to adjourn the meeting at 8:261 PM, with a second by Roberta Teal.
