-1- EAST BERLIN BOROUGH COUNCIL 128 Water Street East Berlin, PA 17316 Call to Order: The regularly scheduled monthly meeting oft the East Berlin Borough Council began with the Pledge of Allegiance at 7:00 PM by Roberta Teal, Council Vice-President on Wednesday, August 10, 2022, at Members Present: Roberta Teal, Charles Krall, Chris Warner, Judith Salomon, Donald Dixon, and Mayor the East Berlin Borough Hall. Stephanie Haley Mebmbers Absent: James LeVan, Heather Gentzler Also Present: Solicitor Matt Battersby and ecretary/Ireasurer Cindy Smith Approval of Agenda: Don Dixon motioned approval second by Charles Krall. Motion carried. Solicitor Battersby's Report: Solicitor Battersby has mailed correspondence to the UPMC, Borough Ambulance Director regarding reporting the current Worker's Compensation insurance carrier for the paid ambulance company. This is necessary to complete cancellation oft the current State Worker's Insurance Fund (SWIF) coverage paid Solicitor Battersby stated that the request to the Borough Council from Deb Tate, Tax Collector requesting adoption of a Resolution addressing Act 570 of 2022, is voluntary and is not a requirement. The Solicitor has requested a status update, in writing, from KPI Engineering regarding the ADA Block by the Borough. Therefore, his legal guidance is to forego adoption of such Resolution. Grant. Charles Krall motioned to adopt 08-2022-05 ARP Supplemental Appropriations, second by Chris Warner. Judith Salomon motioned to adopt the updated 08-2022-06 Handicapped Parking Spaces, second by Charles Committee Reports: Finance: Roberta Teal Council acknowledged receipt of the Profit & Loss Statement as well as the Summary ofAccounts. Chris Warner motioned toj pay the July bills totaling 21,893.15, second by Donald Dixon. Motion carried. Chris Warner- read and reviewed the following: Maintenance / Streets - Borough Maintenance Report provided by Bob Meminger Chris Warner motioned to authorize Bob Meminger to contact a' Traffic Engineer for possible Borough Traffic Signal upgrade recommendations, second by Donald Dixon. Planning Zoning - Planning Commission Minutes Emergency Management Report Emergency Services Report Personnel: Charles Krall reported that the Personnel Committee has completed the second interviews of very promising applicants to fill the upcoming Borough Maintenance Position. The position will be vacated by long-time Borough employee Bob Meminger. Parks and Recreation: Walt Geiger, President ofHealth Eastern Adams Rails and Trail (HEART) a 501c3 established in 2019. Mr. Geiger stated the group is applying for a grant to create a Master Plan of Kuhn's Woods.
