-1- 128 Water Street East Berlin, PA 17316 EAST BERLIN BOROUGH COUNCIL Call to Order: The regularly scheduled monthly meeting oft the East Berlin Borough Council began with the Pledge of Allegiance at 7:001 PM led by James LeVan, Council President on Wednesday, September 13, 2023, Members Present: James LeVan, Roberta Teal, Charles Krall, Judith Salomon, Donald Dixon, Chris at the East Berlin Borough Hall. Warner, and Mayor Stephanie Haley Members Absent: Heather Gentzler Also Present: Adminstrator/lreasurer Cindy Smith, and Solicitor Matt Battersby Approval of Agenda: Chris Warner motioned approval, second by Roberta Teal. Motion carried. Solicitor's Report: Communication continues with Redding's Auction Service in regards to disposition of the "Old Fire Charles Krall motioned to advertise a "Special Meeting" to bel held in conjunction with the "Old Fire House" auction for the sole purpose of acceptance or decline ofl high bid, second by Roberta Teal. Council acknowledged receipt oft the Engineer's Report dated September 13, 2023, and reviewed item Asi indicated on the bill paid report Alpha Space Control has completed and been paid from the Liquid Council acknowledged the Planning Commission next scheduled Ordinance Committee meeting is scheduled for September 27th. Some discussion was held regarding potential uses of 306 Harrisburg Street.. Judy Salomon will be following-up with John Schlaline /Mr. Hersh regarding this information. Council acknowledged that the trail-cam has been installed at the park due to ongoing vandalism. Council was updated regarding the Loss Prevention inspection completed by EMC Insurance at the Council acknowledged receipt oft the "Old Fire House" Zoning Determination letter provided by Rob Judy Salomon motioned to accept the August 9th Meeting Minutes with minor correction, second by House Building". The auction is scheduled for October 16, 2023 at 5:30 PM. Motion carried. Administrator's Report: number three regarding the Zwingli Church final subdivision plan. Committee Reports: Finance: Roberta Teal: Council acknowledged receipt oft the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned to pay the August bills in the amount of $20,838.76, second by Charles Krall. Roberta Teal reviewed the remaining 2022 budgeted donation check to the East Berlin Fire Department and reviewed the 2023 Budgeted donation checks that will be sent to the previously Council was provided with a memo advising oft the 2024 Minimum Municipal Obligation (MMO) for Police Pension plan in the amount of $0.00 (due to past years' overfunding). Roberta Teal motioned to Council was provided with a memo advising oft the 2024 Minimum Municipal Obligation (MMO) for the Non-Uniform Municipal plan in the amount of $7,895.00. Roberta Teal motioned to accept the Motion carried. agreed upon groups. Municipal Retirement - 2024N MMOC Obligation accept the MMO; second by Chris Warner. Motion carried. Motion carried. 2- Personnel- - James LeVan: Charles Krall motioned re-appointment of Chris Warner to the Planning Commission for an additional 4-year term, second by Donald Dixon. Motion carried. Mayor Haley read/r reported on the following: Park and Recreation report - none loud cars as oft that morning. Police report(s) Mayor's Report was reviewed and James LeVan commented that there was no complains regarding Thel Mayor announced that alowsm/Tider-Teming would be held on October 29th from 6-8 PM due to limited volunteer Traffic Police staffing available from the Volunteer Fire Department. The Ordinance Officers report was acknowledged. Chief ofPolice and Fire Police will be present for Trick-or-Treating. Chris Warner- presented the following reports and information: Emergency Management Report. Emergency Services Report No new updates on the Special Event Notification Form Constituents /Guests: Dustin Avery and Cory Lease introduced themselves as Northeast Adams Fire & Rescue Members. They reviewed the Fire Department Profit and Loss statement and elaborated on the financial challenges facing the Fire Department. They also commented on the limited volunteers available for serving as Traffic Police. Mike Baker is concerned about the traffic controls on Beaver Street.
