1- EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316 Call to Order: The monthly meeting of the East Berlin Borough Council was held Wednesday, December 8, 2021, at the East Berlin Borough Hall. The meeting was opened with the Pledge of Allegiance at 7:00 PM. Members Present: Roberta Teal, James LeVan, Donald Dixon, Charles Krall, Anne Geiger and Jason Wood Members Absent: David Meixner Also Present: Mayor Greg Green, Solicitor Matthew Battersby and Secretary/Ireasurer - Cindy Smith Approval of Agenda: Donald Dixon motioned to approve the Agenda second by James LeVan. Motion carried. Solicitor Battersby's Report: The Solicitor stated that he had reviewed the joint refuse bid that was advertised in the Gettysburg Times for Upon reviewing the November Meeting Minutes, Anne Geiger stated to the Borough Solicitor that she will be forwarding a copy of the November Meeting Minutes to her Attorney. This is due to the fact she disagrees with residential refuse (trash) hauling. his statement contained there-in. Solicitor Battersby acknowledged her comment. Heather Gentzler, Dave Woodward, Jan Hoffman, Walt Geiger, Stephanie Haley Constituents s/Guests - Constituents Address Borough Council- None Mayor's Report: Approval of the Minutes: Committee Reports: Finance: Roberta Teal Reviewed the 12 incidents from the November Police report. The November 10, 2021, Regular Meeting Minutes were approved as presented by James LeVan and second by Charles Krall with a minor grammatical correction. Motion carried. Council acknowledged receipt of the Profit & Loss Statement as well as the as the Summary of Accounts. As summary report of the November bills paid totaling $72,177.88 was reviewed. A motion was made to pay James LeVan motioned to approve the 2022 Budget with a second from Donald Dixon. By roll call vote, with the bills by James LeVan, second by Jason Wood. Motion carried. 5: yes and 1 no. Motion carried. Streets/ Maintenance: Parks and Recreation: Planning & Zoning leisure. Roberta Teal read and reviewed the Borough Maintenance Report. Roberta Teal stated that the Borough Restroom Building has been winterized. Roberta Teal stated the Council could review the Planning Commission's approved meeting minutes at their -2- Personnel: James LeVan reported that Darrin Youker is willing to serve another term on the Parks & Recreation Commission and that the Council should consider his re-appointment during the upcoming January meeting. Correspondence: EBACC Meeting Minutes EMC Report Fire Department Reports Training and Webinars Available The regular meeting ended at 7:31 PM. Executive Session Closure: The Executive Session was held to discuss Personnel matters. Anne Geiger did not attend that portion oft the meeting. The Executive Session ended at 7:50 PM per Robert Teal's documentation. As ai result of the Executive Session: Charles Krall motioned for a reduction in Bob Meminger, Borough Maintenance hours to 37 per week at a pay rate of$ 20.00 per hour, which will equate to $ 38,480.00 per year, second by James LeVan Charles Krall motioned for a reduction in Cindy Smith, Secretary / Treasurer hours to 34 per week at aj pay rate of$24.73 per hour, which will equate to $ 43,723.68 per year, second by James LeVan. Charles Krall motioned for a 6% pay increase to Chief of Police, Terry Seitz at 40 hours per week, with aj pay rate of$27.62 per hour, which will equate to $57,452.00 per year, second by James LeVan.
