-1- EAST BERLIN BOROUGH COUNCIL 128 Water Street East Berlin, PA 17316 January 3, 2022 - Reorganization and Regular Meeting Call to Order: 7:001 PM. The monthly meeting of the East Berlin Borough Council was held Monday, January 3, 2022, at the East Berlin Borough Hall. The meeting was opened by Mayor Stephanie Haley with the Pledge of Allegiance at Members Present: James LeVan, Roberta Teal, Judith Salomon, Chris Warner and Charles Krall Also Present: Mayor-Stephanie Haley, Solicitor-Matthew Battersby and Secrelay/lreasurer-Cindy Smith Nomination of Officers: Roberta Teal nominated James LeVan for the office of Council President, second by Charles Krall. James LeVan nominated Roberta Teal for the office of Council Vice President, second by Chris Warner; Robert Teal nominated Charles Krall for the office of Council President Pro-Tem, second by James LeVan. All Council Members approved the nominations. President LeVan took the Chair and thanked the Members Absent: Donald Dixon, Heather Gentzler Council. Approval ofAgenda: Motion by Charles Krall second by Roberta Teal. Motion carried. Committees Appointments /F Reorganizations: Personnel - James LeVan, Charles Krall and Donald Dixon Finance - Roberta Teal, Charles Krall and Judith Salomon Streets & Maintenance - Charles Krall, Chris Warner, Heather Gentzler Planning & Zoning - Chris Warner, Charles Krall, Judith Salomon Roberta Teal motioned to disband the Communications: Committee, second by Charles Krall. Should the need arise the Communication Committee may be reinstated. Charles Krall amended the motion to include the Secretary / Treasurer as primary contact with Roberta Teal as secondary contact with Course-Vector, web design. The Mayor will have a tab on the website to communicate with the Roberta Teal motioned that Attorney Matthew Battersby continue as the Borough's Solicitor: Charles Krall motioned that KPI Technology continue as Borough Engineer with a second by Roberta Charles Krall motioned for Wilbur Slothour ofLand and Sea Services to continue as Building Code Borough residents. Resolution to Appoint Bank Signers: Ar motion was made by Roberta Teal to accept Resolution 1-2022-1, Appointing Bank Signers, The Signers will be Members of the Finance Committee as follows: Roberta Teal, Charles Krall, Judith Salomon and secretary/ireasurer Cindy Smith; second by Chris Warner. Motion carried. Solicitor's Report: Chris Warner motioned to accept the lowest responsible bid for residential trash hauling submitted by Waste Connections, which is the Borough's current waste hauler of residential trash. The bid price is $281.88 per customer, per year. Thisi is an increase of $13.83 per quarter, a total aggregate bid price of$308.38 per year, second by Judith Salomon. Motion carried. The Secretary /Treasurer will serve as a liaison between the Borough and Waste Connections. L Approval of the Minutes: Charles Krall motioned to accept the meeting minutes of December 8, 2021, second by Roberta Teal with a minor correction. Motion carried. Guest's Addressing Borough Council: Emma Diehl stated that the current Waste Connections trash truck driver does a very nice job within the Borough, Council President, James LeVan concurred. Ms. Diehl also thanked Bob Meminger and the Council for getting the Speed Sign operational. Mayor's Report: Mayor Haley will be reporting on information collected from the Speed Sign and provide it to the Secretary Treasurer for meeting packet printing. Mayor Haley read the 21 incidents from the December, 2021, Police report. Committee Reports: Finance: Roberta Teal Council acknowledged receipt oft the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned to pay the December bills totaling $ 23,420.19, second by Chris Warner. Motion carried. Streets/ Maintenance: Chris Warner read the Borough Maintenance Report. Chris Warner reviewed his Emergency Management Report and briefly explained NIMS (National Planning/Zoning: Chris Warner reported that the Planning Commission did not hold a meeting Incident Management System) Certification Course to the Council and Mayor. during December due to illness. Personnel: Charles Krall motioned to re-appoint Darrin Youker to the Parks & Recreation Commission, second by Roberta Teal. Motion carried. Training and Webinars available Fire Department Reports Correspondence: The next meeting is scheduled for February 9, 2022, 71 PM at the Borough Hall.
