ARMSTRONG COUNTY ARTS COUNCIL Donna Weckerly oft the Armatrong County Arts Council gave some background information on the startup oft the ArmstrongCounty Arts Council and the importance of the group in Ford City Borough. She also announces an upcoming community meeting on March 20th at the Experience Armstrong Welcome Centerin Kittanning. FORD CITY PUBLIC LIBRARY Andrea Kiehl- McKibbin, director of Ford City Public Library, has prepared an update on current matters at the Ford City Public Library as well as sharing some upcoming events that FCPLis facilitating. ENGINEER'S! REPORT Joel Romagna, Sr. Project Engineer with Stiffler, McGraw & Associates, prepared an Engineer's Report for existing projectswithin the Ford City Borough, BOROUGH MANAGERSREPOKT matters as well as his existing projects. Charles Stull, Ford City Barough Manager, has prepared an update regarding recent borough ACTION ITEMS 1. Ordinance 758: Amending Southern Armstrong Regional Police Department Councilwoman Mary Alice Bryant made the motion to adopt Ordinance 758 (1) amending the existing agreement betweea Ford City Borough, Freeport Borough, and Gilpin Township, and (2) amending the Police Pension Plan adopted by Southern Armstrong Regional Police Department on June 19, 2023, and (3) repeals all prior inconsistent ordinances or portions thereof, and (4) establishing an effective date of February 26", 2024.Counciwoman Sally Beck Council comments: Counch President Carol Fenyes asked Chief Christopher Fabec of Southern Armstrong Regional Police Department to elaborate on the amendment to the agreement. Parker Law Office, Inc. Counciwoman Vicki Schaub made the motion to approve the engagement agreement with Parker Law Offices, Inc. to: retain the Parker firm under the terms outlined in the letter, and to authorize appropriate Boraigh officials to take any and all necessary action, including execution ofthe agreement, to effecturte the same. Councilwoman Mary Alice Bryant seconds the motion. Council comments: Counciiwoman Vicki Schaub expressed that this would not be a good fit for the borough due tol his potertial conflict ofi interest. Resolution -2U24:ppointing an Assistant Secretary Councilwoman Sally Beck made the motion to adopt Resolution 6-2024 appointing Abby Nimerosky as the Assistant Secretary effective immediately. Resolution 7-2024: Mid-County Transit Authority - Contribution of Funds for Councilwoman Vicki Schaub made the motion to adopt Resolution No. 7-2024 authorizing the contribution of local fundsin the amount of $14,984.00 to the Mid-County Transit Authority for Council comments: Counsil President Carol Fenyes disclosed that the price reflects a 5% increase from last year. Pennsylvania State Association of Boroughs (PSAB) Voting Delegate Appointment - Councilwoman Sally Bedk made the motion to appoint as the Charles Stull as Ford City Borough's voting delegat:: at the 2024 PSAB Annual Conference. Approval and Auhorization to Submit Final Reimbursement Requisition #9 to Councilwoman Vicki Schub made the motion to approve and authorize proper Borough officials to take all action Recessary to submit the Reimbursement Requisition #9 in the amount of$124,971.75 to PennVEST related to Contract 2022-1 (Project No. 21-0019). JS Bova Excavating Pay Estimate #9 for Councilwoman Mary Alice Bryant made the motion to approve and authorize proper Borough officials to take all action Recessary to submit payment for Pay Estimate #9 in the amount of $107,471.75 to J.S. Approving Supplement to Engineering Services Agreement with Stiffler McGraw Councilwoman Vicki Schaub made the motion to approve a supplement to the Engineering Services Agreement dated June 15, 2021, which includes additional costs for Resident Project Representative, Post Construction, and Surveying Services and reduced costs for Permitting and financing phase services, and to authorize appropriate Borough officials to take any and all necessary action, including execution of the agreement, to effectuate the same. Motion carried: 6-0 DISCUSSION ITEMS Stephanie Henderson subnitted a letter to Ford City Borough Council prior to tonight's meeting for their consideration in renaming 11 Street after William Toy, a very involved member of the community as well as a lag-term business owner. After some discussion, Council ultimately decided that it would not be the best decision to name a street or avenue after a member of the community, but that there may be other ways to honor this individual. MEETING ANNOUNCEMENTS Assistant Secretary Abby Mmerosky announced that the Stormwater Authority Organization Meeting would take place. MI February 21, 2024 in the Ford City Borough Municipal Building at 6:00P PM.
