REPORT Joel Romagna, Sr. Project Engineer with Stiffler, McGraw & Associates, prepared an Engineer's Report for existing projects within the Ford City Borough, BOROUGH MANAGERSREPORT matters as well as his existing projects. Charles Stull, Ford City Borough Manager, has prepared an update regarding recent borough ACTION ITEMS 1. Starfire Corporation Agreement Approval - July 6th Firework Display Councilwoman Mary Alice Bryant made the motion to approve and authorize proper Borough officials to execute an agreement with Starfire Corporation, identified as Contract 2024-135, forJuly 6th, 2024, firework display with a deposit ini the amount of$5,000.00 due upon contract Council comments: Council President Carol Fenyes shared that the contract was originally for $10,000, but that the bonugh is slightly behind on donations. The company has agreed to work approval. Councilwoman Sally Beck seconds the motion. with the borough to provide a display at al lower cost ift the goal is not met. Motion carried: 6-0 2. Admission to SARPD - Kiskiminetas Township Councilwoman Vicki Schaub made the motion to approve the admittance of Kiskiminetas Township to the Southern Armstrong Regional Police Department. Cast Iron Water Line Replacement Project Bid Award Councilman Tom Ondrusek made the motion to authorize execution of the Notice of Award on Contract 2023-1A Mainline Work in the Amount of $8,145,955, Contract 2023-1B LSL Work in the amount of $3,925,760 for a total Project Cost of $12,071,715 to J.S. Bova Excavating, LLC contingent on review and approval by DEP and the Borough Solicitor. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 6-0 4. Stiffler McGraw & Associates, Inc Engineering Services Agreement #3 -3rd Aveand Councilman Tom Ondrusek made the motion to approve Engineering Services Agreement #3 with Stiffler McGraw & Associates, Inc. in the amount of $17,000 for the 3rd Ave and BC3 waterline project and authorize proper Boroughofficials: to effectuate the same. Resolution 14-2024: Flood Mitigation Program Grant Application Councilwoman Mary Alice Bryant made thei motion to adopt Resolution 14-2024 authorizing application to PA DCED Flood Mitigation Program for upgrades to the Lower Yard Stormwater Pump Station. Councilman Tom Ondrusek seconds the motion. Council comments: Bomugh Manager Charles Stull discussed the process of applying for this grant in a very limited timeframe with the help of the Borough Engineer Joel Romagna. 6. Resolution 15-2024: Cast Iron Water Line Replacement Property Easements Councilman Tom Ondmsek made the motion to adopt Resolution 15-2024 authorizing the recording or condemnation of property easements related to the Cast Iron Water Line Council comments: Solicitor Anna Hosack: mentioned that this resolution is more ofai formality for the process, but thatall property owners are being cooperative, and that the borough is not looking at a situation where the power of eminent domain would be necessary. Motion carried: 6-0 DISCUSSION ITEMS Lines-of-Credit for Interiml PENNVEST Financing Borough Manager Charles. Stull outlined thej process ofreaching out to several banks and determining the best route: for the borough based on the proposals hel had received, and that S&T Bank ultimately gave thel best proposal. Council was overall pleased to keep all financial business with S&T Bank. MEETING ANNOUNCEMENTS Council President Carol Fenyes announced that Spring Trash Days were currently taking place on 2nd Ave. She also mentioned that the next First Friday would be on June 7th.
