Approval ofFebruary 7,2024, Meeting Minutes Mr. Weikert made a motion to approve the February 7, 2024, ACALPB minutes; Mr. Collie seconded the motion. Motion was approved unanimously. B. Public Comments - There were no public comments. C. Board Appointments 1. Press Release = Contractor Position was advertised in the Gettysburg Times last Saturday. No word from Clarence Andrew, potential candidate, per George Weikert. D. New Business 1. April ACALPB meeting willl be the second Wednesday, April 10th. An email reminder will be sent in early April. 2. Advertisement for Opening Round and public meetings will be in the March 9th Gettysburg Times. E. Legislative Updates/Issues 1. PA Farm Bureau Updates (Mark and Dave W): - Mark and Dave attended Farm Bureau's regional legislative updâte meeting on February 29th. Mark reviewed importanttopics discussed. Farm Bill is supporting bills for wildlife crop damage, limited solar on prime farmland, reducing MS4 regulations on farms, and revamping the over-order premiums in the dairyindustry. State budget - the current draft budget looks very favorable towards agriculture with increased funding in different areas. Markand Davéwill be visiting Harrisburg 2. HB 1713- Stambaugh Additional house for each 80 acres. Letter was sent HB 1777 - Brennan Unencumbered fundsto go toward Land' Trusts. SB798 -] Mastriano a solar not permitted on Class I and IIs soils. LCACUpdates - Annual dinner is March 14th at the Historic Society's new: museum. American Battlefield Trust/Land Conservancy of Adams County article in Gettysburg Times was clarified by Mark. There are four parcels that were obtained this year that connect to existing battlefield areas. C. Parks, Recreation and Green Space Grant Program - No update D. Eisenhower Drive Extension Project - nothing new. Mark displayed the project schedule on the screen. E. PA Ag Discovery Center- - Executive Director recruitment is ongoing. XV-09 - Special Project with Cumberland/April State Board Executive Session Closed V. Executive Session Action Items A. XV-34-Offer pending Tax Servicesreview Ms. Kuhn madean motion to offer 90*whichiss2970; pending' Tax Services review; Mr. Weikert seconded.Motion: approved. VI. Inspections, Transfer, Subdivision, Rural Enterprise Applications, Other Issues A. Scott Farm- 83 acres. The farm has sold, settlement this month. B. Horner Farm (now King farm) Approval ofLand Development Plan ACTION. King Farm landowners would like to construct a barn and septic system. Storm Water.management plan is needed per township. Mr. Waybright questioned why this is being constructed in the middle ofa field. Our regulations do not regulate thelocation of Ag structures. It was noted that the location of the additional residence must be approved by the Board. Technically, the. Ag Board is notrequired to sign this plan. Ellen, Mark and Kelly will speak further with the owners regarding their plan for this structure. There was further discussion on what the future plans may be. Ms. Kuhn made a motion for Mr. Yingling to approve and sign the Land Development Plan presented by the King Family; seconded Mr. Collie. Motion carried. 3 VII. Program Guideline Changes A. Dscussonelarifications regarding Unique Purchase Situations. Ms. Kuhn' s provided thoughts and suggestions regarding Unique Purchase Situations which were sent to the Board. Mr, Weikert suggested having a special meeting (workshop) on this which we will schedule when a ACALPB monthly meeting is canceled for lack of action items. VIII.
