Hee explained thati thev work had been completed without permits andi ity was determined that they required a variance upon examination oft the plat andi noting the existing drives. The Ordinance allows for 2 driveways on a greater than 150' frontage, andi they already had three "driveways" ors access points before the addition oft this last location. Mr. Rufus Wilson presented the request to the Board. He explained thel history oft the) property andi the.drivewayi in question. He explained that therel had been ana access there to reachi the rear comer oft the property andt thatt they. hada added gravel and then pavedi it. Therei is ane existing bricki wall which creates a physical barier from accessing thats side of the properly from the existing driveways. He explained that they are considering adding a garage or other structure tot that side oft the property. Mr. Blond asked H there was a difference ini the requirement lfitisa comer. Mr. Macholl confirmedi there is nota a differerice. Mr:Lawson asked when the house was built. Mr. Wilson said 1920-21. Mr. Lawson thought that the historic nature oft the property was an extraordinary condition. Mr. Wilson explained that the bricky wall was original to the property and they wanted tor maintain the brick wall. This property is big enough to almost bet twol lots. Mr. Blond asked whati the drive is usedi for. Mr. Wilson said for access andi for at future garage and accessory dwelling unit. He explained that they are currently working with an architect for designs for thet future structure. Mr. Blond asked ift they could access thel back comer with the existing driveways. Mr. Wilson responded that the other drive is restricted by the existing! brick wall: Mr. Tsukalas asked ift they wanted to add a cottage where the existing garagei is. Mr. Wilson explained thatt they wanted to maintain. the existing garage, andl build a new cottage int the rear. The existing garage is not Ms. Martha Sue Hope came tot the podium and explained her situation. Shei ist the nelghbor directly adjacent at 3091 W. Richardson, and that her property has been slammed with water since the owners staried adding newi things to thej property andi removing trees. The prior owners had allowed that side of the lot to grow up, and the Wolsons had cleared that side yardi for use. Theyl have used that side oft the property to store business equipment, which resulted in thei fattening ofa a natural berm which directed water away from her properly. She acknowledged that there had been floodingi issues on the properly for thel last 40y years, butt thati they! had gotten worse with the changes madel by the current neighbor. She showed the Board pictures oft thei floodingi issues. She explained that shel has called the' Town and the SCDOT aboutt thei issues, she had been able to get a drain added, but due tof flooding issues Mr. Brewer asked where the water was coming from. Ms. Hope explained that itv was coming from uphill, and that the new building uphill hadi made flooding worse. Mr. Brewer asked ifa adding fill orab berm would helpi int this situation. Mr. Wilson addressed the Board and explained that he thought that the addition of the driveway was actually beneficial to. the neighbor's property andi was actually holding! back water from flowing onto the adjacent property like the existing brick wall does. Hej pointed out that het thought that most oft the water was comingi from the road and! her propertyi is below the road level. Mr. Nye asked ifa adding a ditch would Mr. Lawson made a motion tot tablet the request, and requested that the Town Stomwater Official come tot the next meeting to explain thet flooding issue att this location. The applicant had an as-built survey completed and determined that there was lessl lot coverage than estimated by staff previously. Mr. Ray Quaranta confirmed that hel had ordered the survey and ther results came back tol hist favor. He also proposed pulling the structure fartheri forward, onto the existing driveway Mr. Tsukalas asked what the dimensions of thel building were. Mr. Quaranta said 24X35. Mr. Blond asked ifh hel had considered a smaller garage. Mr. Quaranta explained that her may! be able to shrink it, but that by shrinking! Ith he would lose the workshop part of his garage plan and ity would eliminate the usefulness oft the garage. Mr. Blond askedi ift the neighbors behind had beeni informed of this project. He understood the floodingi issues and would be Mr. Tsukalas asked what the darker blue portions were being shown on the plan. He explained that those areas were shallow wading portions oft the pool. Mr. Lawson asked how many trees were removed fort this pool. Mr. Williams explained that none needed to bei removed and thatt theyl hadi implemented a plan to preserve thel largel live oak. Mr. Thurmes asked which way the water drained. Mr. Macholl explained away from the pool. Mr. Tsukalas asked to confirmi ift the water surface contributes tot the lot coverage.
