Grant County Central Services submitted three locations for the new jail facility; the downtown site of the current jail, the work-release site near the Port of Ephrata and the third site was outside Ephrata city limits. Per the Comprehensive Land Use Plan, a site evaluation committee was formed to review the two Ephrata sites. This committee determined the work-release site the best location for the new Grant County Jail and made recommendation that Title 19 be amended to allow correctional facilities as aconditional use in the Airport Enterprise zone. On April 7,2021, Council approved, by resolution, to direct the Planning Commission to review amending the Ephrata Municipal Code to allow correctional facilities as a conditional use in the Airport Enterprise zone. Planning Commission met on April 22, 2021 and passed resolution proposing amendments to Chapter 19.02 Definitions, and 19.04 District Regulations of Title 19. There being no public comment, Mayor Reim closed hearing at 7:04 p.m. Ordinance 21-05 Amending EMC Title 19: Motion to approve and accept Ordinance 21-05 adopting regulations pertaining to Correction Facilities in the Airport Enterprise Zone and amending EMC Title 19. Policy 4085 - Reserve Fund Balance and Immaterial Collections: This policy defines the parameters of what the target goal is for a reserve fund balance for the General Fund and to assign any dollars over that amount for capital purchases ori improvements. Additionally, it defines what "immaterial" is which will aid in the evaluation of certain collections and expenditures. This policy is a tool that allows the Mayor and staff to intentionally set dollars aside for emergency reserve and capital improvements. G&O# Page 1 of4 Task 2- Predesign Report Objective: Provide aj predesign report that examines the creation of a new pressure zone, new reservoir, and new well. The predesign report will advance the conceptual design ofi improvements presented in the 2021 Water System Plan and will be developed in close coordination with City staff to ensure that the City's requirements and expectations for the new pressure zone will be met. The report will be submitted to the Washington State Department of Health (DOH) for approval as a project report under WAC 246-290-110. Major components that will be analyzed in the report New Pressure Zone. The existing Zone 1 currently has about 2,800 connections and has areas at higher elevation with lower pressure. Itis estimated that ift the zones were split along the railroad track that Zone 1will have approximately 1,000 connection while the new Zone 5 will contain about 1,800 connections. The zone will provide pressure to elevations ranging from 1,250 to 1,340 feet and will be sized for anticipated future growth. The 2021 Water System Plan identifies projects S-11 and P-2 as a new booster station to move water into the new pressure Zone 5 and PRVs to allow water to flow from the new pressure Zone 5 down into pressure Zone 1. These projects and any additional improvements required for the creation of a new pressure New Reservoir Sizing and Location. The 2021 Water System Plan identifies aj project R-1 for construction of a new reservoir on the east side of the City which will increase pressure, alleviate fire flow deficiencies, provide DOH required storage, and facilitate growth. Preliminary sizing suggests that the new zone may require approximately 2,000,000 gallons of additional storage. The WSP identifies that a new reservoir with al height ranging from 110to 145 feet tall with a diameter between 70 to 100 feet may be required. The size oft the reservoir to serve the new zone as well as anticipated growth will be analyzed. The location of the reservoir will also be examined and a preferred site location will be recommended. New Well and Location. The City plans to abandon and decommission Well No. 6 which has been inactive since 2010. The City anticipates that ai new well will be drilled at the new reservoir site. The 2021 Water, System Plan identifies a project S-1B as the construction of ai new Well No. 11 and identifies aj preliminary well include: Zone 5 will be identified and examined. The backup power will be considered during the analysis of the new pressure Zone 51 to reduce the required storage in the zone. Hydraulic Analysis. A hydraulic analysis of the proposed system improvements will be performed. Analysis will be run using flow estimates and capacity requirements provided by the City for existing Cost Estimates.
