The Town of Summerville! Planning Commission Meeting Minutes May 20,2024 This meeting ofthe' Town of Summerville Planning Commission was held: in' Town Council Chambers and was attended by Commission Members, Jim Reaves, Chairman; Kevin Carroll; Jim Bailey; and Elaine Segelken, Tom Hart, Charlie Stoudenmire, and Betty Profit were unable to attend. Staffi in attendance included Jessi Shuler, AICP, Director of Planning. The public was invited to attend inj person, or viewed they the meeting vial live-stream. Jim Reaves, Chairman, called the meeting to order at 4:001 PM. Approval ofMinutes: unanimously. Public Hearings: The Chairman asked ifthere were any edits or additions to the minutes from the meeting on. April 15, 2024. Mr. Bailey made ai motion: for approval as presented, and Mr. Carroll made the second. Ther motion passed The: first public hearing opened at 4:01 PM and was for the request to rezone' TMS#s 130-14-13-001 and- 002, located at 110 and 112 Wylie Street, totaling approximately one acre. and owned by Wendy G. Taylor, from GR-5.General Residential (5 units/acre), to N-MX, Neighborhood Mixed-Use (Council District 1). Mr. Reaves introduced the item. Ms. Shuler asked the applicant to present the request, and Davis McNair with McNair Design & Development explained that they werei requesting thel N-MX zoning, which the adjacent property: fronting W.5tNorth Street. and thej property across Iris Street alreadyl have. Hei noted that this areaj provided at transition from commercial to residential, and the proposed townhomes for thej property would front Iris Street. Mr. McNair acknowledged that the neighbors had concerns, and they are willing to listen to those concerns and try to address them. Troy and Sondra Long of113 Wylie Street stated that Wylie Street has always been single-family detached residential, and they would like for it to stay that way. Mr. Long noted that the current zoning would allow for five single-family detached lots. Mrs. Long explained that with the access to the proposed townhomes coming off ofWylie Street, that would add additional traffic which they are already experiencing due to thel N. Maple Street road work. Mr. Long questioned why they couldn't consider the N-R zoning instead ofN-MX, as the N-MX could be used: for business ifthe townhomes fell through, and theyl have had negative experiences with thej property across Iris Street before it was used as a church. David and Jabria Boccabella of108 Wylie Street explained that they live right next door and are concerned about others uses that would be allowed with the mixed-use zoning. Mr. Boccabella stated that they have four kids; the school district is already full, and they are worried about traffic, safety, and the location ofthe pond for thej proposed townhomes. Mrs. Boccabella mentioned thej potential for a different commercial usei ifthei townhomes don'twork out, and she stressed that even thet townhomes would: not be uniform with the rest oft the neighborhood and would change the character oft their street. Mr. Carroll explained that he visited the site, and' Wylie Street is currently a very quiet street, which doesn't need extra density or cars. Hel believes that the rezoning would change the character oft the neighborhood. Ms. Segelken stated that she was conçerned about the! N-MX request as it would allow uses other than townhomes that she would: not want to see: int that area. She asked that the applicant consider changing their request to! N-R and access thej proposed townhomes from Iris Street ifpossible. Mr. Bailey asked what requires the proposed townhome development tol have aj pond, and Ms. Shuler responded that she believes it is based on thet total disturbed acreage, but that determination is1 handled byl Engineering. Mr. Ms. Shuler then explained that this recommendation will: now go to thel Planning & Development Committee ofTown Council for ai recommendation at their June meeting and then to: full Council. Mr. Reaves reminded the Commission members about their training responsibilities, and that staff would bes sending out webinar training opportunities as available. Ms. Segelken asked ifanyt training opportunities would be in-person, and Ms. Shuler stated that they could potentially try to do that, but very few are street names for consideration. Reaves then called for the question and the motion passed unanimously. Miscellaneous: available for free.
