Thompsontown Council Meeting March 18, 2024 7F PM A regular meeting of the Thompsontown Borough Council was held in the Thompsontown Borough Office on February 19, 2023. The following were in attendance: Mayor Kenneth. Hart, President Roger Stutts, Vice-President Andy Lenig, Secretary/Treasurer Sue Pontius, Councilmen/Counciwomen: Willard Roush, Martin Wilson, Robert Speece, Connie Eaton, Nathan Claybaugh, and Engineer Brian Book. Solicitor Mosebey was absent. Motion to approve both the minutes and the financial report were made by Andy Lenig and seconded by Connie Eaton. The Thompsontown Volunteer Fire Department minutes and the Municipal Authority minutes were not Due to a request by Mr. Losch to be on the agenda ASAP, President Stutts presented two checks to Mr. Losch for the flood damages on July 9, 2023 from the Insurance. President Stutts thanked Mr. Losch for all the hard work they did with cleaning up the Mr. Losch asked if he can bump-out the wall from the showroom, he will take care of the cost for doing sO. President Stutts informed Mr. Losch, the borough will take care of the spouting that is in need of work. Vice-President Lenig suggested the borough pave a lip Thompsontown Vol Fire Department representatives John Dymond and Jason Walton came to discuss the possible option to have something done to prevent water from State Street from running into the Main door and two bay doors on the Fire House. President Dymond suggested possible milling from the middle of the road. President Stutts suggested talking to M&J Paving and Mike Cleck's Paving to see what they suggest. VP Lenig suggest a possible drain with a top. President Stutts will discuss Councilman Claybaugh informed he has been hearing rumors about alcohol being used in the Fire House. It was noted volunteers can't respond within ten hours. A resolution needs to be updated to include the guidelines for the use of alcohol for rentals and use in the fire house building. Solicitor Mosebey will be asked to review options. Engineer Book handed out his report to Council. He asked Council to discuss what options they are looking at for the Marcellus Shale grant of $25,000 they are approved for. President Stutts is going tomorrow to the courthouse for the presentation tomorrow. Council reviewed the map of an area of the walking trial that is the worst area of the trail. Council asked if they can ear mark this area for the $25,000 or does the whole project have to be done. Engineer Book mentioned Council will have to remember to look at the threshold for bids, he thinks it is $20,000. Ifthis is SO we only need three phone calls for bids, if over Mayor Hart made the motion that the borough fix the street for flooding sO the Fire House can remain dry. VP Lenig suggest we use the flood money they received for the July 9, 2023 flood. Motion was made by Willard Roush and seconded by Andy Lenig. Mayor Hart reported to Council, he went to a meeting request from William Hummel for all townships and boroughs in Juniata County of January 23. Mayor Hart stated it was really a marketing meeting for MCM. They make up a database, flood plan, train derailment information for FEMA to decide who is entitled to disaster funds. Mayor Hart was informed by Council that Juniata County already has this information in a county President Stutts informed Council, maintenance Ricky O'Neal has reported that people are not cleaning up after their dogs in the park. He has been receiving complaints. Council first thought of restricting all dogs from the park, but that is not an option. Council will be watching the park, and asking people to let them know if they see anyone who isn't picking up after their dogs. The borough supplies a dumpster and even the bags for this sO there should not be any reason for this being ignored. $25,000 then we need to do prevailing wage bidding. plan.
