Thompsontown Council Meeting July 15, 2024 7F PM A regular meeting of the Thompsontown Borough Council was held in the Thompsontown Borough Office on June 17, 2024. The following were in attendance: Mayor Kenneth Hart, President Roger Stutts, Vice-President Andy Lenig, Secretary/Treasurer Sue Pontius, Counciimen/Counciwomen: Martin Wilson, Robert Speece, Connie Eaton, Williard Roush, Nathan Claybaugh, Solicitor Seth Mosebey and Engineer Brian Book. Motion to approve the financial report was made by Andy Lenig and seconded by Connie Eaton. Motion to approve the minutes was made by Andy Lenig and seconded by Robert Speece. Minutes for the Thompsontown Volunteer Fire Department and the Municipal Authority were not available due to meeting later this Since we had several guests tonight, President Stutts introduced Sqt. Jared Hartsock sO he could start with his annual report for the Pennsylvania State Police. He reviewed with Council the numbers of cases for Juniata County over the past twelve months. Crimes in Juniata County has increased over the year. After his review he listened to members of Council reports of problems being seen in the Borough of Thompsontown. Next, we listened to Mr. Dan Benner review with Solicitor Mosebey about boundary lines for the Benner Trailer Park Upper and Lower sections on a map. Mr. Benner provided this map to Council at June's meeting. Solicitor Mosebey showed Mr. Benner al PennDot map that he feels is very reliable with the lines shown on it. Solicitor Mosebey said it will cost approximately $150 for surveyors to clear up. Vice-President Lenig informed Council the zoning meeting just prior to tonight's Council meeting agreed on the plans presented by Regester's representatives. VP Lenig asked for a motion from Council to approve, Robert Speece made the motion and Connie Solicitor Mosebey informed Council the Joyce Frey Estate he will be filing a tax exemption for the trust. This will be filed later once it has been reviewed by the state. Solicitor Mosebey reviewed with Council that the deeds the Church were built on, need to be cleared by a surveyor due to lines being crossed over on other lines. VP Andy Lenig made the motion to have surveyors look into this to clear it up, Nathan Claybaugh Engineer Brian Book reviewed the cost for the walking trail he worked on with Secretary Pontius for an actual cost estimate. He also reviewed the options and suggestions for the project. Brian will work on bids to be approved at the next Council meeting. In the week. Eaton seconded the motion. All of Council approved of the plans. All of the information to file has been given to Solicitor Mosebey, seconded the motion. Council approved. annual review for ARCA the dates to be advertised will be from August 1-November 1, 2024. Brian's handouts will be maintained in the Borough's minute books. Councilman Nathan Claybaugh informed Council on his review of the Realty Tax Transfer chapter 24, $304 paragraph #2 is missing the whole name for the Pennsylvania Department of Revenue for Pennsylvania. The numbering for section $304 should be 1,2,3,4, not C,D. Corrections will be made by Secretary Pontius before sending to Solicitor Mosebey. A motion was made by VP Lenig to approve all documents presented with the corrections above being made prior to sending to Solicitor Mosebey. The motion was seconded by Councilman Speece. President Stutts informed Council we need to put together a committee to work on several projects for the Church to become a community center. A meeting is set up for June 24, 2024 at 5:30 pm. Volunteers for the committee include: Mayor Ken Hart, President Roger Stutts, Vice-President Andy Lenig, Councilman Robert Speece, President Stutts asked Council to consider America250PA.org. Mayor Hart reviewed to Council what this is all about. Mayor Hart was asked to represent the Borough of Thompsontown, gracefully accepted. A motion was made by VP Andy Lenig and Councilman Nathan Claybaugh, and Secretary Sue Pontius. seconded by Councilman Nathan Claybaugh. President Stutts adjourned the meeting at: 0815 PM.
