ELECTION BOARD MINUTES SEPTEMBER 10, 2024 Those present at the public meeting of the Venango County Commissioners held in Room 100 of the Courthouse Annex: Commissioner Samuel Breene Commissioner Kenneth J. Bryan Commissioner Chip Abramovic Bridey Shawgo, Chief Clerk Laura Anna, Commissioners Office Rich Winkler, Commissioners Office Mark Seigworth, 911 Kara O'Neil, The Derrick Wayne Edmondson, VCTPP Linda Linn, VCTPP Jeannie Ritchey, Treasurer Diona Brick, Fiscal Director Justin Wolfe, Human Resources Amie Wood-Wessell, Human Services Luke Kauffman, Two Mile Run County Park Hilary Buchanan, Planning Bill Buchna, Airport Jane Ritchey, VCTPP Cori R Sharpe, Acting Register and Recorder The Election Board meeting was convened and adjourned prior to the start of the Retirement Board meeting. The Retirement Board meeting was convened and adjourned prior to the start of the Salary Board meeting. The Salary Board meeting was convened and adjourned prior to the state of the Commissioner Board meeting. CALL TOORDER: Commissioner Breene called the meeting to order at 4:32 pm APPROVAL OF MINUTES FROM THE AUGUST 13, 2024 MEETING: Commissioner Abramovic made a motion to approve the minutes from the August 13, 2024 meeting, seconded by Commissioner Bryan, aye all. PUBLIC COMMENT ON ELECTION BOARD AGENDA: NONE ITEMS FOR CONSIDERATION a) Voter Registration Statistics and Absentee/Mai-n Ballot Request Numbers were presented at the request of the Board of Elections by Voter Registrar, Laura Anna. b) Updates on where preparations for the upcoming Election stand. Laura Anna, Voter Registrar, indicated that the ballots for the General Election 2024 were being finalized. Logic and Accuracy Testing would be upcoming. A list of polling places in need to poll (Attachment) workers was provided as well. OTHER BUSINESS: NONE PUBLIC COMMENT: a) Jane Ritchey presented the agenda from VCTPP meeting with the Commissioners to inquire about any progress or update there might be regarding the considerations requested by VCTPP. Solicitor, Rich Winkler, indicated that the contract with ES&S doesn't contain any of the language indicating hidden soffware/nardware to connect Pagel1 machines to the internet. Winkler indicated that the DS200, DS450 and ExpressVote systems used in Venango County are certified for use at by the Pennsylvania Department of State and that the machines are not equipped for internet capability. Commissioner Breene and Abramovic explained the detailed process of canvassing and thes security ofboth the voting machines and poll pads and howi it has increased election security. Commissioner Bryan indicated that until you are involved in the canvassing process its difficult to fully understand how detailed the verifications of voter data are b) Linda Linn indicated to the Board how grateful she is for our county leadership and election staff. She feels that we provide an example of what election integrity is. c) Wayne Edmondson reiterated the long-term goal of the VCTPP presented by Jane Ritchey and the Board previously, to work to eliminate mail-in ballots and to require ID conducted. to be shown at the polling locations in order to vote.
