Thompsontown Council Meeting January 15, 2024 7 PM A regular meeting of the Thompsontown Borough Council was held in the Thompsontown Borough Office on December 18, 2023. The following were in attendance: President Andy Lenig, Vice-President Roger Stutts, secretary/reasurer Sue Pontius, Councilmen/Counciwomen: Willard Roush, Martin Wilson, Robert Speece, Connie Eaton, Solicitor Seth Mosebey and Engineer Brian Book. Motion to approve both the minutes and the financial report were made by Connie Eaton and seconded by Willard Roush with one correction to remove Gerald Eaton from absent list. The Thompsontown Volunteer Fire Department minutes and the Municipal Authority minutes President Lenig invited guest attending tonight's meeting if they have anything to discuss with Council. In attendance was Daniel Batt's and Eric Bethe came to present business plans to make and sell barb-b-que sauces from their apartment on 257 Evergreen St. Apt. #6. After their presentation Council didn't know of anything that would prevent them from doing sO once they receive a Pennsylvania license. Solicitor Mosebey commented he will bring to Council anything he reviews that might be needed for start-up for opening a business from a home to the next meeting. Council voted to approve and noted a letter will be sent to them with the written approval. President Lenig thanked both of them for coming to Council for approval to be sure your business is in line with all codes and ordinances needed. Motion to approve by Roger Stutts and seconded by Robert Speece. Council approved. President Lenig presented the annual Thompsontown Volunteer Fire Company check for $3000 donation. Recognition was given to let the Thompsontown Volunteer Fire Secretary Pontius reviewed with Council all the requirements she has worked on for the renewal for the Helipad License. The Borough just received a quote of $2184 for paving blocks around the pad from Island Concrete. There are still items being looked into that President Lenig reviewed the second set of PA Codes for Council to review and approve for Chapter 4 and Chapter 10. Secretary will add comments and send to President Lenig reviewed meetings for the flood insurance for July 9, 2023 flood in our showroom. Cost for clean-up and what is expected cost are being looked at. The Borough was to receive a report for tonight, but it was never received. Secretary Pontius reported we received our Liquid Fuels funds for 2023. All online were not available since their meetings are later this week. Engineer Book reported on the State Budget is the hold-up for the grants we have submitted. Even though the budget has been passed, there are still things that need to Solicitor Mosebey presented to Council the annual tax assessment report for approval of this 2024 tax rate. The tax rate for 2024 will remain the same at 8.5%. Tax assessment was signed by all Council members. Solicitor Mosebey will send a copy of the signed assessment back to the Borough office to mail back to Mifflintown. President Lenig asked if anyone called to review the 2024 Budget, no calls came in. President Lenig asked Council if they had any additions or changes to the Budget? Council informed President Lenig they had no further changes for the Budget, so a motion by Roger Stutts and seconded by Connie Eaton to approve the budget as President Lenig reminded all of Council that the reorganizational meeting will be held in the Borough of Thompsontown office at 7:00 pm. This is mandatory meeting by the state of Pennsylvania. Council was advised to come to the meeting with their ideas for President Lenig discussed with Council about their need to fill the vacancy for Mayor. A vacancy board will need to meet and appoint a new Mayor. This will be brought up at the regular January Council meeting. One resident has already informed Council he would like to be considered.
