Thompsontown Council Meeting November 20, 2023 7 PM A regular meeting of the Thompsontown Borough Council was held in the Thompsontown Borough Office on October 16, 2023. The following were in attendance: President Andy Lenig, Vice-President Roger Stutts, Secretary/Treasurer Sue Pontius, Councilmen/Counciwomen: Willard Roush, Martin Wilson, Robert Speece, Connie Ma Eaton, Solicitor Seth Mosebey and Engineer Brian Book. Mayor Gerald Eaton was absent. Motion to approve both the minutes and the financial report were made by Connie Eaton and seconded by Willard Roush. The Thompsontown Volunteer Fire Department minutes were reviewed with Council. The Municipal Authority meeting President Lenig started the meeting with going around to guest who were present. Mr. Nick Knepp came to the meeting just to sit in. The issue with the swimming pool permit has been resolved. He asked about a permit for a fence, he will take to Mr. Zimmerman Solicitor Mosebey informed Council they no longer own the blighted house on 188 East Mill Street, Mr. Leon King closed and made final payment on the property today October 16, 2023. Thompsontown Borough received a check for final payment of $5980. Solicitor Mosebey reported the Holding Pond is now the property of the Borough of Thompsontown. President Lenig discussed with Council the pond will need cleaning out and suggested calling Herb Frymoyer to clean out the area. Mr. Knepp informed President Lenig reported M & JF Paving completed the work on Colyer Street and Ridge Street crack repairs. Roger Stutts said he looked at the work and it was good. Secretary Pontius said the bill will be in the mail tomorrow for the work. minutes were not available since their meeting is later this week. for approval. Council he does excavating work also. An email came into the office requesting if a signed contract has been made with a new CPA? The signed contract came in after last months meeting and Secretary Pontius Connie Eaton asked when leaf pick-up with begin? Roger Stutts informed Council this Secretary Pontius handed out a new ordinance to all Council to review. Since it was a short read for Per Capita, Council reviewed and gave it back to Pontius to send corrected ordinance for Solicitor Mosebey. The first packet of ordinances had only one change to amount of funds to be paid as fine corrected from $1000 down to $600. Engineer Book handed out his report for the meeting. He went over Helipad information being requested by the Bureau of Aviation for licensing the landing pad behind the Borough. It is not known if the landing pad has ever been licensed before. had the contract signed and sent back. always starts November first. Once photos have been sent back into the Aviation Bureau, the landing pad will be given a temporary turf six months license until we see if we get a grant to upgrade the President Lenig brought up a light that used to light up State Street is now dark because ar resident who lived here paid for the light; this resident has now moved and shut off paying for the light. President Lenig suggested the Borough have the light put on the borough payments. Robert Speece made the motion to have the light put back on and have the cost added to the Borough light bill. Roger Stutts seconded the motion and Council voted to approve. President Lenig will give Secretary Pontius the light number President Lenig informed Council a request for Smith's Furniture Store to be able to be rented out. The store has never been closed for business. The question came in how the business is Grandfathered" in and do we need a resolution for the renting of the said property? Solicitor Mosebey will review and get back to Council at our next month meeting. Roger Stutts made the motion to have Solicitor Mosebey make up the resolution and Connie Eaton seconded the motion.
