The meeting was called to order at7:00F PM. Pledge of Allegiance Council President Bob Berger led the reciting oft the Pledge of Allegiance. Mayor's Report (Honorable Hank Eberle) Beginning was not Audible! The Mayor and Chief Frazier will be at the Middle school on October 24, 2017at j00 pm. Part of the Delaware County drug task force prevention and education. National Geographic the signs of addiction of heroin. How it affects your mind and body. Fall Festival per Mayor was a great success and thank you to the 4-5 people who put it all together. Committee Reports Planning and Zoning (Councilor Mike Gale) Planning Commission = Met October: 11, 2017 to discuss plans for 611 Swarthmore and approved. Council also approved at the workshop. Zoning Hearing Board- met on September 14, 2017 to hear an appeal to grant a special exception for front yard parking r611 N. Swarthmore. The Zoning Hearing Board approved the special exception. Code Enforcement -See attached report. Code Officer wanted to remind residents to be aware of paving contractors coming around to pave for cash. These contractors often are not insured, don't do a quality job. Please make sure they have a permit to do the work. In the Mr. Gale would like to give special thanks to all the volunteers for the efforts to clean up the Lake on 10/07/2017and past these contractors don'treturn calls or a good job. the highway people for picking up all the debris. Public Safety (Councilor Jim Glenn) Police: Chief Frazier presented his report (See attached monthly report.) Ina addition, Chief Frazier mentioned: Its soon to be Halloween and please everyone be careful. Police will be out driving Chief and the Mayor willl be holding a Drug Awareness program on October 24th at the Middle School. "Don't be an strich" This program is fori the parents and educators. They will have a guest speaker who will address the issue of what to look fori in at teenager. This isy young teenagers as well as 18-22 year old that are experimenting and great chance up and down the streets. Great turnout for fall festival police look forward to it and working iti in the future. to try and reach some of them. Fire: Fire Chief Mike Echkenroad- see attached report puty Fire Chief Brian Gilmore spoke regarding the success of Fire Prevention Week Special thanks to Karen Duncan. Lady Auxiliary on October 27 will have a painting fundraiser. Also, will be selling the 50-50 raffle tickets. Communications (Councilor Jared Brennan): Telecommunications: Councilor Brenan reported that the television playback system is still malfunctioning. That hei is currently looking for 3 estimates. He contacted al local company to get a "scope on what we need" the estimate was Barnstormers: The Evil Dead show will be starting October 20th, ,218,27h, ,28th and November 4th and! 5lthstarting at 8:00 pm. Auditions for One Act Play's willl be November 5th, 6th at7 7:00 pm with the shows starting in. January. Shenanigan'sa Pirate Cabaret will be November 10th, and 11th. Auditions for Murder Mystery willl be December 12th, 13th at7:00 pm and Seniors Group: no announcements this month. There is a concern that last year they did not have heat and willi it be ked? Per Jared he was not aware of that. Mr. Berger said its fixed. Mr. Brenan also stats the back door needs repair or replace. Per Mr. Glenn it is on the list and right now the hinges have been fixed, but should be replaced as well as the A discussion on the TV and getting more estimates and budget for next year. The Business Association- Will not be doing the Halloween Parade on October 28, 2017 But, Main Streets will be Athletic Club Association- Cheerleading andi football is coming to end some play-offs will still be going on. The eerleading willl be doing the competition cheerleading called the winter classic on Sunday December 10th at the high stepping up and the parade will be right here at 12:30 at' Veterans park. school. Shade tree: Did not meet due to the holiday office was closed. Mike Gale had a question about the tree removal at the lake on Glenlock road. The debris and stumps are still there. rs. They did attend a seminar about updating historic guidelines. Historical Society: They did start the repairs on the ice house shutters. They are going to talk to. John Schultz who did the repair and try and see what it would cost to repair the others to match.. Jared also worked on this and het feels they all need to be repaired cause now the new don't look like the old and they should be and painted alike. Het feels Schultz custom made them and should finish the rest as discussed in workshop. Most of the cost has been with the historical society. We did budget about 100,000. For repairs. Mr. Berger also ask the residents to help support the local food bank: "Loaves and fishes" in Prospect Park to donate food items, cash or checks for the holiday food drive. This is at the Prospect Park Baptist church at 703 Lincoln Ave. a list ofi items will be on the RP website and we here at the Borough Hall will have it set up withy vehicies to take the items to the church. Main Streets like to thank the following people for their help for the Fall Festival; Danielle Staccone, Sue Endriss, Shelly Dalessio, Dan CDCA: Currently working on their preliminary budget for 2018. Crum Creek Pumping Station is also in the process of being upgraded. CDCA will also conduct their flow meter loan program again. This will allow local municipalities to monitor and record flows in the sewer lines. Early detection of leaks in the lines can save municipalities much money, Street Improvement: Work to begin in late September or early October. They willl have the final budget numbers fori the Road Program: Beginning next' Wednesday October 25th Notices will go out to the residents no parking signs will be posted the night before, not to be confused with the CDBG grant. Thati isa a separate project and that will be started in Tomorrow October 18 will be the new bid for Trash and recycling here at the Borough Hall. The final bid tally will be on Dalessio and Sue Macatee. 2018 budget. the Spring 2018. November 1st. Budget: 1,321,211.72 in the General Fund; 330,839.32in the Capital Reserve; 192,000 in the Liquid Fuels, Mr. Broadhurst question the last big! bill we have is for the payment of the sewer correct? Per Engineer Mr. Catania The Borough sub that out to Kelly Engineer: Charles Catania reported on 400 Block of park street we will need some sewer repair on that line. He hoping Mr. Broadhurst any update on the bridge? Mr. Catania no not really. But he will look further into that. Per Mr. Berger he wants this to be clear this is not something the Borough is holding up on. He reached out to our State Repi to see ift he can speed this up. The Mayor has also talked to Nick and its only been two weeks no feedback yet. Back and Sue Macatee- 18 Partridge Ave. Ms. Macatee asked about a motion made at the September workshop about the color run and police protection. Why did we wave the cost? Is that cause it'sar non-profit? We supply police to other nonprofits is that going to wave them? Example: St. Mads where we made them pay and they are nonprofit. Mr. Broadhurst said he made that decision for this event only, it was improving the value of the homes and community. Ms. Macatee and Mr. Broadhurst went back and forth. The chief commented that he has looked into it and when events come they will marki it offi for resident parking only. Mr. Brenan would like to check in and make it a 1-way street and chief said that was done al long time ago as Mr. Berger let everyone know after they adjourn they will be in executive session for police personnel it now.
