LEYPAR ED Ridley Park Borough Council Regular Session May17,2017 Welcome The Ridley Park Borough Council met in Regular Session on the above date in Council Chambers of Ridley Park Borough Hall with Council President Bob Berger presiding. The meeting was called to order at 7:00P PM. Pledge of Allegiance Council President Bob Berger led the reciting of the Pledge of Allegiance. Roll Call Councilor. Mayor's Report (Honorable Hank Eberle) Mayor reported on The Lake cleaning and was the most attended he can remember, and thank you to all the volunteers. Special Thanks to. John Hosbach for his knowledge in landscaping and planting. Mayor thanked all the volunteers for Sellers Ave Plantings and downtown area. Special note for Arbor day we are named 14th year as "Tree City". Mayor Eberle provided comments on the heroin and opioids drug epidemic and heron alert program that Chief Frazier is The Library Book and Bake sale brought in $1,600. After all the expenses were paid. Great job Maryellen! diligently work on. Memorial Day Ceremony will be the 29th and guest speaker Rev. Michael Smith, the Mayor also thanks the seniors for Council President Bob Berger motioned to accept the Mayor's report, Mrs. Snow and second by Mr. Glenn. they willl be handing out refreshments at' Veterans Park. With no questions or comments from Council the motion passed unanimously. Committee Reports Planning and Zoning (Councilor Mike Gale) Planning Commission We did not meet there is no new business. Code Enforcement - Mr. Gale read report. Please see attached report. the trash and litter at the underpass and had permission by Amtrak. Zoning Board- Will be meeting May 1gthat7 pm fora a property on 525 El Hinkley Ave for a variance is for the side yard setback. It has been well advertised and will also be going through the annual reorganization then as well. We had the first volunteering meeting on April 25th. -12 people showed up and next Tuesday May 23rd will be cleaning Motion to accept Planning and Zoning by Mr. Glenn and second by Mr. Broadhurst. Per Mr. Brennan we can cut weeds any all they aski is we stay clear of the tracks. President Berger asked why don't we have SEPTA doi it per Mr. Brennan well they don't do it, Mrs. Dalessio has seen them doi it and maybe not this year but in the past. Jim Glenn) Fire: No monthly report. Police: See attached monthly report. Chief Frazier wanted to mention the training the officers have been going through. Officer Powley attended Reginal conference on drug detection on the change of culture of drugs in our area. Agreat school upi in King of Prussia. Special thank you to Councilwomen Dalessio for bring it to Chief'sa attention. Officer D' Ambrosio went to crisis intervention training. High Schizophrenia/pipolar. Theyl have then wear MP head phones and see what it like to be one. sO they can understand them better and how to treat the situation. Officers attended Neuman University on a class on drug epidemici in Delaware County. The were trained on the how to investigate but, the investigation on what to do after the death how to take it one step further. Chief stated that they! have opened our Heron Alert program to the Interboro School's and he will be Vacation Safety check- if going on vacation call set up foras safety check ofy your home. Ify you are email the station or call Board of Health - Mosquito spraying is taking place every Wednesday night through October. Story on Facebook going around that the spraying is the reason for the fish kill. Per Mr. Glenn this is not the case it was nutrients going into the lake and we have other townships that water ends upi in the lake. Most of Ridley Park run off's dumps into Stony creek. He pulled the report from the DEP to confirm the cause. We have had tested and found West Nile and we have bated traps around the lake for that. The Department of Agriculture test and oversee what we use and they said we are good in what we use. The bees are safe as well we: spray ati night the bees are settled in and the spray onlyl last for 20 min. Our Guys are professionals that do the spraying that are license and certified. At the end of each month and year we report between 9-5PM, the Ladies will take all your information. on what we used and how much. Mr. Glenn is confident and ensure we are safe and wouldn't kill the fish or Bee's. The Guys are doing a great job. Telecommunications -The automatic playback is not working properly. He has a company they reached out to SENERO Barnstormers- -4 2017-2018 schedule is now available on their website. Also, the Auditions for the up and coming plays Barnstormers also, are still having Zumba Classes on Saturday Morning all proceeds support community theaters Seniors Groups- Thursday. June 22nd hosted by Glenn Riddle a presentation on Assisted Living. At Veterans Park the Seniors will be serving refreshment and it will be rain or shine. Community Resources (Vice President Samantha Snow) Recreation Board - hosting the Borough wide yard sale maps will be giving out at the Borough Hall between 8-9 am on Recycling/Trash- -Yard Waste collection is the 1st and 3rd Wednesday. Ifany issue with the Trash pickup, Please call the borough Hall and as well you can call the trash company and let them know the issue. The Borough hosted the first Electronic pick for TVand Computers,8 great success with very little line waiting. Thanks to Danielle Staccone for all her Saturday. assistance it was very well Organized. School Board - no increase in school taxes. Motion to accept Communications by Mr. Brennan and second by Mr. Glenn. Mr. Glenn commented about the fourth ofJ July fireworks will be on. July 1st this year. With no other questions from Council, the motion passed unanimously. Parks and Property (Councilor Shellie Endriss--Dalessio Highway Department -is grass cutting and Mosquito spraying. Mr. Brennan was surprised that Election day no one put out trash thinking no collection. Mrs. Snow said they are picking except main Holidays. The Business Association- has not met yet but Mrs. Dalessio will get back to us ona a date. Athletic club- baseball and softball season has started so, please be careful when driving around the parks, al lot of little Shade Tree- Did not meet this month due to a lot of scheduling issue. Arbor went well and planted al lot of tree's. children willl be running around. Motion to accept Public Relations by Mr. Glenn and second by Mr. Broadhurst. Historical Commission - did not meet this month. Historical Society - no meeting. Library Board - Reportread attached. Will bei filling in part time position. Personnel - Borough will be announced next meeting. reserve is $148, 223,00 and Liquid fuels is $171,000,00. Main Streets Next meeting May 30th at 6:30 at Casey's. June 1st will be the Farmers Market and signs willl be going up Grants-CDBG Bonnes Park improvements a new sign will be going up and dedication will be in two weeks. Finance - From the Audit the Borough has $2,513.497.00 in the General fund. Our account balance in our and Capitol Motion to accept Finance and Personnel by Mrs. Snow and second by. Jim Glenn. Mr. Brennan asked about the grant for Bonnes Park we will get that money back? Per President Berger the leaf machine we purchased. Mr. Broadhurst talked about the 1 million write off and Taylor Hospital tax appeal. With no other questions from Council, the motion passed unanimously. Administrative Reports Engineer- - Please see report. Solicitor - absent had another engagement to attend. Motion to accept Mrs. Snow and second by Mr. Glenn. Public Comment Andy Furman- 419 Pomeroy: St. Thanked the officers for a great job and team work between Ridley" Township and Ridley Park. Asking about the Aqua Road Program and what happens when Aqua stops paving. Per President Berger we have Aqua and street paving budgeted. Mike Taddel- 456? Hillside road. He was a volunteer at the Lake clean up wants to know if the Silt Basin isi inspected regularly and is a plan to maintain? Second question The Hillside road project. Residence need to bel kept in the loop and President Berger we are at the mercy for the project with DEP and Pendot. Per our engineer, Mr. Catania this can be on Sandy Hess- 317 Burke ave She would like to know when Hinkson ave willl be paved? Per Mr. Catania he'll look into it Ist there ai time limit? If we don't have it done by a certain time will we lose the grant? going thinking 2018. and let Council know when. Action Items *Motion: to approve the accounts payable from the period beginning in the amount of $381,479.28. The motion was made by President Berger and second by Mr. Glenn. Mr. Brennan wanted to know whys so High? And it's due to the 2nd payment of the CDCA. With no other questions from Council, the motion passed unanimously. *Motion: to approve a new agreement for renting the Borough Hall. With no other questions from Council, the motion passed 6t to 1 Mr. Brennan was not comfortable with the contract. Old Business Mr. Glenn said for the! lake cleanup. He spoke to the CRC and they said that Ridley Park always have the great turn out. Mr. Broadhurst for the record for Barbara about the tape & in the paper. He didn't have it and wanted that clarified. Mr. Brennan discussed the damage to the wall at Hetzel Park.
