Ridley Park Borough Council Regular Session June 20, 2017 Welcome The Ridley Park Borough Council met in Regular Session on the above date in Council Chambers of Ridley Park Borough Hall with Council President Bob Berger presiding. The meeting was called to order at 7:00 PM. Pledge of Allegiance Council President Bob Berger led the reciting of the Pledge of Allegiance. Jim Glenn Present Council Vice President Samantha Snow - Present Mayor Hank Eberle - Absent Council President Bob Berger - Present Approval of Previous Minutes Motion: to approve the minutes fori the Council Regular Meeting held May 2017. Motion to accept the previous minutes made by Mr. Gale and second by Mr. Glenn. With no other questions or comments from Council motion passed. Mayor's Report (Honorable Hank Eberle) No Report Committee Reports Planning and Zoning (Councilor Mike Gale) Planning Commission = Meet on June 28, 2017 to discussed plans for 123 Rosemont and 611 Swarthmore. Zoning Board- Convened meeting on May 18, 2017 to review variance requests for 525 E Hinkley Ave for a variance for je side yard setback. After discussion, the zoning board granted the variance for the side yard setback. The Zoning Hearing Board also reorganized. The board accepted the resignation of Frank Bisaccia from the board. Mr. Bisaccia has served the board for 25 years. The board offered heartfelt thanks. The board also appointed Christine Kahmer to the board with her term expiring December 31, 2018 and appointed. Jeff Craig from the alternate position. The Board is plunteers-T Tuesday May 231d trash and litter was collected from the underpass with the permission by Amtrak. currently accepting applications for an alternate board member. Public Safety (Councilor Jim Glenn) Fire: Fire Marshall Brian Gillmore-stepping ini for Fire Chief presented his report (See Attached) Police: Chief Frazier presented his report (See attached monthly report.) Chief Frazier wanted to mention the new traffic calming devices which were recently purchased, thanking the Public Chief Frazier also informed Council members that the Police Department is prepared for the events scheduled for July 1st and July 4th. AC Community Service detail will be taking place on. July 2nd at the Lake to clean up debris left from the. July The Police Department is actively involved in informing the schools regarding the dangers of Opiate use and to date as counseled over 900 students and 1500 adults. Chief Frazier recently discovered grant funds which can be recovered to cover the cost of recently purchased vests for the police officers. A new Community Policing Grant will be submitted by the Ridley Park Borough Police Department. He also mentioned recently purchased forensic mobile equipment purchased with a grant. Chief Frazier also informed Council of the recent string of car robberies, and wanted to warn Board of Health - Mosquito spraying is taking place every' Wednesday night through October. July 6, 2017. Library Board - Report Attached Historical Society- - no meeting, HARB Committee- Met on May 25, 2017 and approved application #2017-004 at 209 Park St. forar railing. With no other questions from Council, the motion passed unanimously nance and Personnel (President Berger) Accounts Payable - Bills totaling $167,478.39 Main Streets- - Al blood drive will be held on August 8, 2017 between the hours of 3:30 and 8:.00 pm. The goal is to have CDCA-Currently working with 12 municipalities and Sewer Authority to comply with state stormwater regulations. E Grants = Mr. Berger announced that the borough wast notified recently of a C.D.B.G. grant in the amount of $192,750.00 to be used for street improvement. These funds, leveraged with another $400,000.00 from the borough, will make this the most monies utilized in any one year to improve streets in the borough. The list of streets includes: Ladomus Ave, Riverview Ave, Hetzel Rd, Collier Circle, Stull Rd., W, Dupont, Chestnut, Baldwin Ave., Delaware Ave., Sellers. Ave., and Chester Pike. Inaddition, Mr. Berger announced that the borough will be reimbursed from the Commonwealth's Act July 4th Festivities: Activities at the Lake on July 1st toi include a watermelon eating contest, car show and fireworks to Taylor Hospital - Council President Berger noted that property taxes have been received from Taylor Hospital/Crozer. However, tax monies were received, less 25% which will be held in escrow until the appeal has been settled. 40 people register. Next meeting is. June 28, 2017 at Casey's Restaurant. Mr. Brennan suggested to Council, that the borough should budgetappropriately in the next four budget Barnstormers also, are still having Zumba Classes on Saturday Morning all proceeds support theatre in Ridley Park. Seniors Groups- Thursday. June 22nd hosted by Glenn Riddle a presentation on Assisted Living and the county D.A. office cycles to ensure that funds are available should new equipment be needed. Barnstormers- = Open auditions to be held 7/18 and 7/25 for the upcoming play, will be holding a program on. July 13th with a presentation on Senior Scams. Administrative Reports Solicitor- No report Engineer - Please see report. Public Comment Andy Furman-4191 Pomeroy St. Address council about the Aqua Road Program and what happens when Aqua stops paving. Per President Berger we have Aqua and street paving budgeted. Mr. Furman also inquired about the members of buncil who comprise the Finance Committee, and surplus funds available in the budget. Mr. Furman also questioned Council regarding the dredging of the lake and the cost. Mr. Berger informed Mr. Furman that the borough has received grants in the past to cover the cost oft the cleanup of the lake, however; issues have arisen recently regarding the presence of wildlife and D.E.P. permitting that have complicated the process. Action Items *Motion: to approve the accounts payable from the period beginning int the amount of $167,478.39. The motion was made by President Berger and second by Mr. Glenn. Old Business Mr. Brennan asked about the status of the additional highway worker for the borough. President Berger informed Council that the proposed individual did not pass background standards as set forth by the borough, and that the Mrs, Endiss-Dalesio questioned Mr. Catania (Borough Engineer) regarding the LED: street light. Mr. Catania will look into Mr. Brennan questioned whether the proposed street repairs willl be put out for bid. He wasi informed that the streets project will be put out for bid. Must be mindful of the: streets located by the schools to make sure they are complete Mr. Berger also informed Council that an additional small street areai to be complete in 2017 at an approximate cost of $30,000.00 dollars, which may be funded with additional funds provided from.
