LEY Ridley Park Borough Council Regular Session March 21, 2017 Welcome The Ridley Park Borough Council met in Regular Session on the above date in Council Chambers of Ridley Park Borough Hall with Council President Bob Berger presiding. The meeting was called to order at 7:00PM. Pledge of Allegiance Mayor Eberle led the reciting of the Pledge of Allegiance, Roll Call Councilor. Jim Glenn Present Council' Vice President Samantha Snow - Absent Mayor Hank Eberle - Present Council President Bob Berger - Present Approval of Previous Minutes Motion: to approve the minutes for the Council Regular Meeting held February 21, 2017. Motion to accept the previous minutes made by Mr. Brennan and: second by Mr. Glenn. Mayor's Report (Honorable Hank Eberle) Motion: to approve Joseph Chambers, Marianne Didomenico, Jason Golden as Part Time Police Officers for the Borough of Ridley Park. Motion to accept the officers by Mr. Glenn and second by Mr. Brennan. With no other questions or comments from Council, the motion passed unanimously. Mayor Eberle performed the swearing in of each officer. Mayor Eberle provided comments on the heroin drug problem. The Mayor asked that people please do not feed the geese at the lake. The Mayor had a plaque giving to him by someone who found it from troupe 452 boy scouts; he is trying to find the owner. The Mayor talked about March being Colon Cancer Awareness Month and thei importance of colonoscopy. Mr. Brennan Mayor Eberle found money on Russell and Morton. Avenue if someone claims it hev will return it otherwise he will give mentioned how important they are as well. the money to the church. Committee Reports Planning and Zoning (Councilor Mike Gale) Planning Commission- - No business. Zoning- had no activity, Code Enforcement - Mike Gale read report. Mr. Gale indicated there was a question about the Shade Tree Ordinance, whoi is enforcing the shade tree permit process? Mrs. Endriss-Dalesslo indicated that there is alreadya a process for the enforcement of ordinances, but rather research needed to be done for ap process of eliminating hazardous trees int the borough. Motion to accept Planning and Zoning by Mr. Glenn and second by Mr. Broadhurst. With no other questions from Council, the motion passed unanimously. Public Safety (Councilor Jim Glenn) Police: Chief Frazier wanted to let residents know there is a new police website and new social media page. Chief Frazier provided monthly report. The Chief thanked Mr, Glenn for helping in getting a grant for new portable breathalyzers and tasers, they were able to be purchased at no cost to the residents. Fire: Chief Eckenrode provided the monthly report. Board of Health Meeting tomorrow night 3/22/17 Emergency Management = The committee for redoing the snow emergency routes for next year willl be meeing. Communications (Councilor Jared Brennan) Telecommunications: - Replacement DVD player is ordered. Barnstormers - American Idiot is currently playing. 17-18 season to be announced. Zumba is Saturday at 10 am. Seniors, no report -35th anniversary lunch for the senior group willl be Thursday March 23da at noon. Mr. Brennan thanked everyone involved with the planning and donations. President Berger indicated he missed thanking the Borough's donation and indicated everyone is working together. Community Resources (Vice President Samantha Snow) Recreation Board - no activity sale that dayf for $156 each. School Board- - no activity. Recycling/Trash- Reminder tomorrow yard waste pick up. Meeting with the recycling company is set to discuss different concerns. Electronics recycling is set for April 29, 2017 at St James School from 9 am to 1 pm. Parks and Property (Councilor Shellie Endriss--Dalessio) Highway Department - Worked on snow removal. Mayor Eberle indicated the highway department did a great job on snow removal. Mr. Brennan indicated there should be a contingency plan if someone is out sick or at truck breaks down. Shade Tree - Arbor Day is coming up and Lake Clean upi is April 22 from 93 am to 11 am, Will be working on Stewart Business Association- - Easter egg Hunt April 9th at 1 pm. Ridley Park Athletic Club - Softball and baseball seasons have started. Avenue entrance to Ridley Park and make it nice and clean up. With no other questions from Council, the motion passed unanimously. Public Relations (Councilor Dan Broadhurst) Library Board - Report read. Historical Commission - no report. Historical Society - no report. SORA Meeting to be announced. HARB Committee - Two certificates of appropiatness. Motion to accept Public Relations by Mr. Brennan and second by Vice President Snow. With no other questions from Council, the motion passed unanimously Finance and Personnel (President Berger) Finance - Accounts payable tonight in the amount of $137,815.82. There has been a: zero property taxi increase for the last four years. Audit for the borough is complete and will be presented on April 18, 2017 meeting. Main Streets Next meeting March 28+h at 6:30 at Casey's. CDCA - Cancelled because of the snow. Grants - Bonnes Park grant is moving forward. Grants - Bonnes Park continues to be worked on. Personnel - Borough Manager interviews are still on going, There will be a motion to approve ai full time administrative clerk, Colleen Scattolini. Administrative Reports Engineer- Hiliside Road update and there willl be a 3rd party review. Motion to accept Mr. Brennan and second by Mr. Glenn. With no other questions from Council, the motion passed unanimously. Solicitor - No report. Public Comment Nina Walls, 502 Harrison Street, talked about the redevelopment. Sue McAtee, 18 Partridge Avenue, asked about yard waste. Andy Furman, 419 Pomeroy Street, Taxi increase question. Mike Dougherty, 315 Burke Avenue, asked al bridge question over the railroad and a question about the sign next to the railroad. Dawn' Vitale, 422 Bartlett Avenue, asked a question about snow removal on her street. Action Items *Motion: to approve the accounts payable from the period beginning in the amount of $137,815.82. Ridley Ave., porch replacement recommended this was a historic preservation award winner. Applicant to replace porch decking, railings, and newel posts to match existing, The motion was made by! We will be using existing joists, railings, and posts. Current decking is painted grey. We will leave Ipe material, which is reddish brown that fades to grey over time. HARB recommends approval with thet following changes: porch deck material must be at tongue and groove product. Ipe is ok, ifitisa a tongue and groove plank. Railing ok to retain. Any other changes the homeowner must come before HARB for review. Old Business Mr. Broadhurst read al letter from PJI Dolan. New Business Mr. Brennan asked Chief Frazier about aj job at 400 E.
