DLEVPAR PPRIED BEC Ridley Park Borough Council Regular Session February21,2017 Welcome The Ridley Park Borough Council met in Regular Session on the above date in Council Chambers of Ridley Park Borough Hall with Council President Bob Berger presiding. The meeting was called to order at 7:05 PM. Pledge of Allegiance Mayor Eberle led the reciting of the Pledge of Allegiance, Roll Call Councilor. Jared Brennan - Present Councilor Dan Broadhurst- Present Councilor Michele Endriss-Dalessio = Present Councilor Mike Gale - Present Councilor Jim Glenn - Present Council Vice President Samantha Snow- Absent Mayor Hank Eberle - Present Council President Bob Berger - Present Approval of Previous Minutes Motion: to approve the minutes for the Council Regular Meeting held November and December 2016 and. January 2017. Motion to accept the previous minutes made by Mr. Glenn and second by Mr. Broadhurst. With no other questions or comments from Council motion passed unanimously. Ridley Park Athletic Club Football Team Welcome to the Ridley Park. Athletic Club and the championshipi football team. Congratulations were given to the 100 Ibs football team. They had an undefeated: season and won the championship. Ed Berhle and Mayor Eberle gave out certificates to the boys on the team. The Mayor and Ed Berhle thanked all coaches, parents and supporters for all of their hard work. Annual Library Report MaryAlice Walsh, gave the annual report of the library. She listed children's programs and talked about Ridley Park playground program during summer months along with many programs provided. Grant received to help pre school students be successful in Kindergarten. Out reach story time during summer at Ridley Park Swim Club. There were over 100 programs and over 1500 children in attendance. There were also adult programs of book clubs both during the day and evening. A writers group meets monthly. There were over 35 programs fora adults with more than 200 people in attendance. The library acquired Wifi during 2016 for patrons. The Friends of the Library held fundraisers at Applebee's held Zumba classes and al book sale. These fundraisers help fund the children's programs and the Main Streets puppet show. The next Applebee'sf flapjack breakfast is Sunday February: 26, 2017 from 8 to 10 am. Volunteers are needed for chis event. The Friends oft the Library applied for and received a Community Champions Grant from Constellation an Exelon Company to fund yoga for children. Over 22,000 items circulated through the year. Total of 18,000 items with circulated through the Library last year and new books added weekly. There were 3400 Internet sessions utilized over Comment from Mayor Eberle - We have the best Library around and if you cannot find it they will findi it for you. 15,000 people visited the Library in 2016. Comment: Mr. Brennan the residents on Burke. Avenue did not realize there was a right away for contractors. Mr. Glenn said that the contractors did a good job. With no other questions from Council, the motion passed unanimously. Public Safety (Councilor Jim Glenn) Police: Chief Frazier provided monthly report. Fire: Karen Duncan provided the monthly report. Board of Health; Flu and Flu shot information and late winter recopies are on the borough web site. Emergency Management still working toward getting update on snow emergency routes for next winter. Motion to accept Public Safety by Mrs. Endriss-Dalessio and second by Mr. Broadhurst. Comment: Mrs. Endriss-Dalessio said the Vest A Cop fundraiser at Crazy Dogs on Thursday from 4 to 8 pm. With no other questions from Council, the motion passed unanimously. Communications (Councilor Jared Brennan) Telecommunications - no report. Cable franchise fees $27,753.53 and $9,527.20 Barnstormers -A Activity Report. Seniors, no report-35-annversary lunch for the senior group will be Thursday March 23d at noon. Motion to accept Communications by Mr. Broadhurst and second by Mr. Gale. Question: Mr. Broadhurst asked why cable franchise was over by $22,000, which is good.. Jared maybe because Fios is in town, don't know. President Berger indicated if one cable company is gets the business then the other will not, so it should not be that Fios is in town, but we willl have to look into it. With no other questions from Council, the motion passed unanimously. Community Resources (Vice President Samantha Snow) Vice President Snow was absent report given by President Berger. Reminder tomorrow yard waste pick up. We are working on a TV recycling grant. Correction no yard wastes pick up tomorrow, it was last week. Starting Mach is the 1st and 3rd Wednesday. Concerns with current trash hauler, if you have a problem please contact the borough office. Motion to accept Community Resources was not needed. Parks and Property/Councllor Shellie Endris--Dalessio) Highway Department no plowing needed and are getting ready for spring and lawn mower delivered. Business Association no activity Ridley Park Athletic Club, sign ups for baseball and softball. Can be done online. Shade Tree met twice this month sO all members could be there. John Hoshboch, Chair, Dan Dalessio, Treasurer and Krista Sisering Secretary. They are auditing parks for hazardous trees and conditions of the parks. Community Room Rental we have had rentals were outcomes were not favorable and cost more than rental. We have increased the fee for renting the hall by $100 and included cleaning fees and security deposit as well. Motion to accept Public Relations by Mr. Broardhurst and second by Mr. Glenn. Jared has 3 bids with clearing of trees in parks and a specific contractor was suppose to start the work the week Bill Stewart left. He is waiting for us for the ok to start the project. Shellie said bill didn't tell Shade Tree that the bids were gotten and/or given and that the bid included ap private residents tree.. Jarred said it did not. Shellie has proof. We were not able to move forward because we cannot do a private residents tree paid for by the borough. Shellie indicated we did not have 3 separate bids. Ernie asked if we had a signed contract? Shellie said no, Ernie asked if we had approval from for this contractor? Shellie said no. Ernie will follow up with Danielle. Since it was just Bill saying to go ahead with this contractor we are not obligated to go with that contractor. Jarred is saying that we got 3 individual bids and we told the contractor to start work, it's not right not to give it to him. With no other questions from Council, the motion passed unanimously. Public Relations (Councilor Dan Broadhurst) HARB had a meeting but no official business was needed. Dave Kapanje is Chair, Kevin Gallagher, Vice Chair Ellie Hayes, as Secretary. Historic Society meeting on March 3rd will be held. The Historical Society house tour possible. SOROS Redevelopment Company is looking at having a meeting with alll business owners. Dan read the monthly report from Libraries MaryAlice Walsh. Dan also talked about Lakeview School looking at a new playground. Motion to accept Public Relations by Mr. Brennan and second by Mr. Gale. With no other questions from Council, the motion passed unanimously Finance and Personnel (President Berger) payable tonight int the amount of $140,040.19. Finance - We have the 4th straight year with 0%1 taxi increase. The audit is complete and waiting for the report. Accounts Main Streets holding a fundraising event Saturday March 4thitisap palette-painting event. Next meeting Feb 28th at 6:30 at Casey's. CDCA Last meeting. January 10th. They selected Brinker and Simpson for new auditing team. Personnel - in the process of replacing borough manager and the posting closes February 28th. Contracts- -Trash and Recycling expire this year. We will begin looking for best price possible. Motion to accept Finance and Personnel by Mr. Glenn and second by Mrs. Endriss-Dalessio. Grants = Bonnes Park grant is moving forward. Questions: Dan, when will police position will be filled? Is it by civil service or not? President Berger indicated that Tom Byrne is civil service qualified and we have the next year to make a decision. Ernie provided more information about how part time police work and civil service. Mr. Glenn indicated that we are not obligated to hire full time a part time officer. Mr. Gale thought we had a full time position open for police, President Berger said an officer was out on disability and wel hired from our civil service full time ranks to fill that spot temporarily. Now we can make that permanent with no additional hire. Mr. Gale thought we were down one full time person. Jared asked why did we choose from civil service. President Berger said because he was civil service qualified. Dan account balance $431,000 approximately. Dan gave more information on finance. President Berger said we do have some confidentiality with banking information but our accountant verifies each and every check and balance. Conversation ensued. Mr. Gale Prospect LLC is owner of property in Ridley Park, are we expecting revenue from them this year. Ernie sald they are now taxable and provided more information. Yes there should be revenue we, just don't know what it entails at this point. With no other questions from Council, the motion passed unanimously. Administrative Reports Engineer - Project update Hillside Road safe routes to school project. Indicated that some work may begin also early as next summer. Also, Mr. Catania noted that the state of Pennsylvania had performed an inspection on the boiler at borough hall and had five findings that need to be corrected. Dan Broadhurst asked Mr. Catania if construction begins in the summer would the start of school be affected? Mr. Catania responded that the work near the school will be done first to avoid any conflict. Solicitor - Update on Prospect Holdings LLC answered some tax appealquestions. Public Comment Len Pinto -6 621 Gilbert - Asked Dan about bank balance. Ask Mr. Broadhurst if he is satisfied with the balance sheets. Youl keep: saying we are paying more that we are taking in. So today, are you satisfied today? Mr. Broadhurst, said yes. Verizon when they send the sub contractors out al letter to the residents should be sent out and indicate the egress. Also Mike Dougherty - 315 Burke Ave Mike than you for the Verizon help. Thank youi for what you are looking into. Is there aschedule of where they will be next? Mr. Glenn indicated they did: send a letter of what is getting done. You do not show up at our monthly meetings and do not communicate with us. Iwill communicate with President Berger. Steve Keaney- - 101 Baldwin Ave - Yard waste they are not coming to pick up. Also, there were questions regarding Sue Macatee - 18 Partridge Ave - Questions about SORA North East about a meeting htat was held. Asking planning be Pam Boland - 316 E. Hinckley Ave - Expressed concerns about the SORA meeting being held without public notice. She Andy Furman -419 Pomeroy St - Mr. Eberle and President Berger you both indicated that there was no taxi increase and President Berger you mentioned tonight that there is no property taxi increase. You should realize that the sewer tax increased by 20 dollars S per unit even thought CDCA;srates were reduced. Berger responded sewage treatment was not the only charge was not the only charge that infrastructure; repairs and maintenance are also paid for out of the sewer Steve Valerio - 231 Henderson Ave = Commented on the SORA meeting at borough hall that everyone in the entire community should bei included in future meetings. New Business Mr. Glenn read a memo regarding a' Veterans Day poster contest he received. Mr. Broadhurst reported the school board had approved a playground for Lakeview Elementary! School.
