He also thanked Dan Broadhurst and Sam Snow for their leadership and service they gave the borough over their time. Committee Reports Planning Commssion-Novemper meeting was cancelled. December meeting has been moved up to tomorrow. There is no new business, he anticipates the meeting to be cancelled. Zoning Hearing Board- no new business Code Enforcement-report attached. Merry Christmas and Happy Holidays Mike is looking for review from the borough solicitor after the holiday. This was a parking ordinance for office street parking. Chief noted that we are in the holiday season, there are packages being delivered, watch out for your neighbors, call us with any issues. Recreation (Councilor Samantha Snow) Recreation Board-Christmas meeting later this month, keep an eye out for events in 2018. Events like the town fair, borough wide yard sale, summer Recycling/Trash-Yard waste is collected tomorrow. Only once a month pick up for winter months. Trash needs to be placed at the curb, not before 7pm and not after 7am. Residents are reminded that recycling is every Wednesday and cardboard is recyclable. Also plastic bags can not be used for recyclables. There is a new hauler for 2018, J.P Mascaro. They will be sending a mailer within the next week or sO informing residents about their procedures. Everything is staying the same, pick up dates and times. Just a School Board-nothing to report. They reorganized and there are two new Christmas Light Contest Winners-Sam thanked Danielle for all her leg work with the competition. There were 15 total houses that were in the competition. Sam stated that this is her last meeting and she has loved the last 8 years. She thanked everyone for their service and truly enjoyed everyone. Sam thanked the office staff for all that they do, the town truly does not tick without Dan asked since we have a new hauler do we still need to keep recyclables out of plastic bags, Sam stated that this is a rule for the county not the hauler. Finance & Personnel (Council President Bob Berger) Finance-Accounts payable for the month is $109,465.94. Main Streets of Ridley Park-A new event that MSRP started was a blood drive. They held their second event of the year in December. There was a huge turn out. They plan on having a summer and winter event every year. CDCA-Crum Creek pumping station, this will help handle the flow and make the systems more efficient. There are 6 flow meters in RP. There are two meters that are in the program. This is huge for RP, this will help tell us where we can improve. The is a loan meter borrowing program. He will continue to CDBG- In March we look to honor our 2017 grant and resurface our roads. Jim stated that we do not have a contact this year. Dan also noted that there is no money in the line item for street lighting. Bob stated that this line item is tied into our liquid fuels line item, and that line item was not deleted from the general fund. Engineer's Report Catania read his report. Thanked Bob and Sam for their commitment to the borough. Thanked Dan for severing Andy Furman-419 Pomeroy Street According to the prelimary budget is looks like the sewer fee is staying the same, but there is an increase of 29,000 for the trash fee. Bob stated that there is a 0% real estate tax, a proposed $14 trash fee and $16 sewer fee. Bob stated he would look at the budget with Andy after the meeting. Andy stated that last year there was a decrease last year overall from the sewer authority yet there was still an increase. He doesn't see why there was an increase for taxes. It also appeared that the highway leaf fee was included ini the trash fee. Andy believes there is a hidden tax increase. Andy believes there should be no trash fee increase. Andy stated that we received 375,000 from the sale of Taylor Hospital, he believes we can expect to see the same amount in 2018. He does understand why we received all these extra funds and anticipating the same next year, why we have to have an increase in fees. Bob asked Andy to have a seat. Bob stated that he would answer the questions. To begin with the sewer, yes our sewer bill is 90% driven by our CDCA costs, but there are many costs that also go into that. We have an agreement with Prospect Park, we have about 325 homes that flow through Prospect Park, at years end we get billed from them. That's a $125,000 bill over and about the sewer bill. And sewer repair that are the boroughs responsibility to repair, hiring contractors to repair, video the lines etc, also come out of that line. In terms of the trash fee, we just negotiated a trash fee, we do have more of a fee, $30,000 fee combined. That cost will be offset by the trash fee increase. In terms of Taylor Hospital, that is now a for profit hospital. He tried to explain this to Andy that this is not a one year amount, this was a two year amount. Steve Madricjk-600 Haverford Rd Steve received help from several councilors about his issue with taxes. There is a resolution that is in the works. He thanked everyone for their help. Andrea Rouse- Thanked all of council for their time. He especially wanted to thank Bob for all is time and dedicated to Ridley Park. She has known Bob for several years, he gets everything done, he listens and has done a lot of this borough. She truly wanted to Thank Bob for everything he has done. Old Business Dan stated that he forwarded Jim Walls resume to all of council for an interim position of Borough Manger. Jim stated that he would donate his entire salary to the Lakeview Playground program. Jared asked if we lost an employee?
