DLEYPAR Ridley Park Borough Council Regular Session July 18,2017 Welcome The Ridley Park Borough Council meti in Regular Session on the above date in Council Chambers of Ridley Park Borough Hall with Council President Bob Berger presiding. The meeting was called to order at 7:00 PM. Pledge of Allegiance Council President Bob Berger led the reciting of the Pledge of Allegiance. Roll Call Councilor, Jared Brennan - Present Councilor Dan Broadhurst- Present Councilor Michele Endriss-Dalessio - Present Councilor Mike Gale - Present Councilor Jim Glenn Present Council Vice President Samantha Snow-P Present Mayor Hank Eberle - Present Council President Bob Berger - Present Approval of Previous Minutes A vote to approve the. June 20, 2017 Council minutes was postponed until the August 1, 2017 workshop. Letter of Appreciation for Police Officer Mark Hanley: Mayor Eberle read a letter from resident voicing appreciation for Officer Hanley's management of domestic incident which took place in the borough. The Mayor also noted in his report the borough'sambitious initiative in 2017 for repaving of many streets int the borough. To date, the largest amount invested in road repairi in the borough's history. Also noted in the Mayor's report was the continuing beautification of the downtown business area. The Mayor also remarked about the tremendous success of the. July 4th Mayor's Report (Honorable Hank Eberle) festivities. Motion to accept Mayor's report by Mr. Gale and second by Mr.Broadhurst. With no other questions from Council, the motion passed unanimously. Committee Reports Planning and Zoning (Councilor Mike Gale) Planning Commission- = See attached. Codes Report: : See attached Planning Commission reviewed plans for 123 Rosemont and 611 N. Swarthmore. Next meeting is. July 26, 2017. Zoning Board- Applications are being accepted to fill a vacancy as alternate member for Zoning Hearing Board Volunteers: August 8, 2017 @ 6:30 pm; cleaning and weeding at Chester Pike and Stewart Ave. Mr. Brennan inquired about the mulch on Southside. As per Mike Hewell will check as well as Mr. Brennan. Public Safety/Councilor Jim Glenn) Fire: Fire Chief Eckenroad presented his report (See Attached) Ladies Auxiliary Paint night August 4, 2017 at 6:00 PM. Police: Chief Frazier presented his report (See attached monthly report.) Chief Frazier also commended Officer Hanly for exemplary work in the management of domestic dispute. Recent training provided by the borough aided in this incident. Councilor Glenn also thanked the Police Department for a great jobi in clearing the area by the lake after the July 4th activities and also thanked Officers Nasella and Kaselle for their help in helping with thet tree incident in the park on Sunday, July 16, 2017.Officer Nasella attending special training on proper installation of car safety seats. This will help residents to properly install safety seats in cars. Only 5 officers throughout the state who are certified in this practice. More information is available on the police web: site. There have no recent reports of car break ins and new plan inj place seems to be working. Part time officers are doing a great job. Continue to work on grant for bullet proof vests. Also applied for 2017-2018 Holcome Behavioral grant related to drugs and tobacco in the amount of$2,500.00 Board of Health - Mosquito spraying is taking place every Wednesday night through October. No meeting is scheduled for the summer. Noted for residents to view borough web site for helpful hints for grill cooking and safety. which supplies literature, Emergency Management - Did not meet. Communications (Councilor Jared Brennan) Telecommunications - Currently obtaining quotes for new equipment. Still: some issues with the playback on Verizon Barnstormers = Orson Wells "1984" to be presented 9/5-9/23;Zumba Classes on Saturday Morning all proceeds Channel 41 support community theaters Seniors Groups- County D.A. office held a program on July 13th with a presentation Young at Heart. Great meeting for the seniors on Senior Scans. Presentation went well with many trinkets distributed. Mayor wanted to thank Shirley and the seniors for their help on. July 4th. Recreation (Councilor Samantha Snow) Recreation Board: See Attached; ; Victorian Town Fair at Lake 9/9; Ducky regatta and row boats will be at 1:00PM Recycling/Trash: Copy of specifications for new contract distributed to Council for review as prepared by the Borough Manager. Committee will be present at next Farmer's Market on 7/200 distributing newsletter. Special thanks to Sue Endris and Beth Carbot Summer. Recycling grant was received by the borough in the amount of$13,000.00. School Board: Noted no taxi increase for 2017/2018; Homecoming 10/21 Mayor wanted to thank all those involved int thei install of the basketball courts and nets. Recycling grant project grant is a slow process and the grant money received was for 2014. Mr. Berger asked if there was any movement on the. Jr. Councilor position. With no other questions from Council, the motion passed unanimous Parks and Property (Councilor Shellie Endris--Dalessio) Highway Department- - See report The Business Association- Will meet in September Athletic Club - New courts nowi ins service; Football Camp 8/29 Shade Tree - Will not meet in August Cheerleading signups are taking place until Thursday, July 20, 2017. Monaghan has been hired. He also asked if one additional worker was needed. Motion to accept Parks and Property Mr. Broadhurst and second by Mr. Gale. With no other questions from Council, the motion passed unanimously. Mr. Brennan asked ifay part time highway worker has been hired yet. He was informed by members that Kevin Mr. Glenn thanked the Highway workers for their great work on Sunday 7/16 and the downed tree. Public Relations (Councilor Dan Broadhurst) HARB Committee- Did not meet Historical Commission - Reviewed proposal for shutter replacement on Pump House and will meet August 8, 2017. Library Board - Report read attached. Next meeting to take place the end of the summer and recently Micheline Smith was hired as Part time help at the library. Historical Society- - no meeting. Downtown Development - Next meeting will take September 6, 2017 at 7:00 PM. Motion to accept Public Relations by Mr. Gale and second By Mr. Brenan. With no other questions from Council, the motion passed unanimously Finance and Personnel (President Berger) Projects and Maintenance Building line items. Finance: See report. Accounts payable in the amount of 96,887.13. To date, there is $2,373,497.00 in the general fund and capital improvement fund is $148,223.00. Borough Manager to supply council members with detail for Special Main Streets- - Al blood drive will be held on August 10, 2017 between the hours of 3:30 and 8:.00 pm. The goal is to CDCA- Currently working with 12 municipalities and Sewer Authority to comply with state stormwater regulations. The Grants-5182,000.00 received from Commonwealth's Recycling Grant program to reimburse borough for purchase of C.D.B.G.-G Grant received in the amount of $192,500.00 fori improvement of borough streets. Bid opening on 7/26. have 40 people register. stormwater program to be inj place by the end of September 2017. leaf machine. These funds will be placed in the borough's capital reserve fund. Mr. Catania also updated Council member on progress concerning MS 4 and permit Sandy Hess-3 317 Burk Ave. Addressed Council and shared her appreciation for the ambitious street improvement project taking place int the borough. Also voiced her concerns regarding mosquito spraying. Action Items Motion: to approve the accounts payable from the period beginning in the amount of $96,887.13 The motion was made by President Berger and second by Mr. Broadhurst, With no other questions from Council, the motion passed unanimously. Old Business Mrs. Endiss-Dalesio questioned Mr. Catania (Borough Engineer) regarding the LED street light. Mr. Catania noted that there may be an alternative to the LED light. He will explore other options. Mr. Broadhurst noted that the Lakeview Color Run will take place on 10/22 Mr. Glenn noted that residents can register for "Code Red" by registering at the borough website.
