LEVP PAR PSAIEN Ridley Park Borough Council Regular Session September 19, 2017 Welcome The Ridley Park Borough Council met in Regular Session on the above date in Council Chambers of Ridley Park Borough Hall with Council President Bob Berger presiding. The meeting was called to order at 7:00 PM. Pledge of Allegiance Council President Bob Berger led the reciting of the Pledge of Allegiance. Roll Call Councilor Jared Brennan - Present Councilor Dan Broadhurst - Present buncilor Michele Endriss-Dalessio - Present Councilor Mike Gale = Present Councilor Jim Glenn Absent Council Vice President Samantha Snow - Absent Mayor Hank Eberle - Present Council President Bob Berger - Present Approval of Previous Minutes Motion: to approve the minutes for the Council Regular Meeting held August 15, 2017. Motion to accept the previous minutes made by Mr. Brenan and second by Mr. Broadhurst. With no other questions or comments from Council, motion passed. Mayor's Report (Honorable Hank Eberle) Discussed and congratulated the Recreation Board and all those involved with the Victorian Fair held on September 9, 2017. The weather was the best it has been in years, and the event was a major success Mayor Eberle spoke about the Headstrong Event and 5kr run held on September 17, 2017. The Headstrong organization exists to help those families stay with loved ones who are experiencing illness from cancer of the blood. The Mayor also commended volunteers who were working to improve the Pump House. He was on site to watch youth football this past weekend. He also praised the Ridley Park Athletic Association as a major asset to the community, with over 900 youth being served. Mayor Eberle presented a short synopsis of the history of the pump ?use from its early beginnings. The area was first known as Flat Iron Park and the redevelopment plans first drafted by arbara Smith. The Mayor attended the "Vest a Cop" event held on September 18, 2017 and hosted by the Taylor Community Foundation. The event helps to raise money for the purchase of vests forl local police departments. Over $115,000.00 jollars has been raised and benefits 28 local police departments and has purchased over 48 vests. The Mayor reminded everyone of the St. James carnival being held September 20-23, 2017. The borough's Fall Fest will take on Sunday, October 8, 2017 and sponsored by Main Street of Ridley Park. The Mayor Eberle made mention of the 10-year anniversary of construction of the borough's police station. The borough purchased the land from the county, and leases the parcel from the county in Catania Park for $10.00a a year for event draws over 6,000 people. 99 years. Committee Reports Planning and Zoning (Councilor Mike Gale) Planning Commission = Met on August 23, 2017 to discuss plans for 123 Rosemont St. The applicant wishes to subdivide into two lots with demolition of the garage and house. The Planning Commission is making recommendation to Council to approve the plans. Two questions arose regarding the development including the size of the Bilco door and and the driveway size. Both issues have been addressed and Planning Commission was satisfied with the resolution. The next Planning Commission meeting is September: 27, 2017 in which the members will be reviewing final plans for 611 N. Zoning Hearing Board met on September 14, 2017 to hear an appeal to grant a special exception for front yard parking Swarthmore, for 611 N. Swarthmore. The Zoning Hearing Board approved the special exception. Code Enforcement -See attached report. 92 Site Inspections completed, 21 Rental Inspections 206 N. Swarthmore was cleaned up and garage was rebuilt. Councilor Gale made mention of unsuspecting homeowners Councilor Brenan questioned the variances required for 611 N. Swarthmore. Azoning variance was required to allow for needing to be careful from scrupulous driveway contractors. front yard parking; in addition a PennDot Highway Occupancy Permit will be required. Public Safety (Councilor Jim Glenn) Absent Police: Chief Frazier presented his report (See attached monthly report.) In addition, Chief Frazier mentioned: Full time employment of Part Time Officer Vincent Pinto. Officer Pinto has been able to gain full time employment with the Philadelphia Police Department. Chief Frazier spoke very highly of Officer Pinto and how he is very proud of Officer Pinto and that he did an outstanding. job as a part time officer. He informed Council that the department is ready for Fall Fest on October gt, Homecoming on October 20th, and that he and the Mayor will be holding al Drug Awareness jogram on October 24th at the Middle School. The educational seminar will feature a speaker who will address the issue of what to look fori in a teenager. The police department responded to 332 calls for August, 7 Criminal Complaints, 101 Citations, 215 Traffic Citations. The Chief also made mention oft the overnight parking ordinance. Very difficult to enforce outside oft the mandated: 2 AM to 6 AM. Hours. The department trying to be proactive in getting the word out Deputy Fire Chief Brian Gilmore spoke in regards to Fire Prevention Week which begins in October and will take place between October 8-14. This year's theme is "Every Second Counts -1 Two Ways Out" The Fire Department willl hold an Open House on October 15th from 1-3:30pm. Underwriters Laboratory conducting many tests on fire prevention safety. Latest study shows closing bedroom door at night may help in saving lives. "Close before you dose". On average, an Councilor Brenan questioned the parking of commercial vehicles on the street. Chief Frazier was able to address his Councilor Dilessio had questions relating the continuing sale of gift cards and the paint night which took place. Communications (Councilor Jared Brennan): Councilor Brenan reported that the television playback system is currently malfunctioning. The, juniper router was removed because of potential viruses which resulted from the token virus which affected the borough in March of this year. He noted that a new system may be costly and will operate through the computer via a MPEG format. He will contact al local company to get a "scope on what we need." Council meetings are still being taped, but playback is still an arnstormers: George Orwell's 1984 to be held this Thursday, Friday, and Saturday (9/21, 9/22, 9/23) Christmas Carol to be held in December with specific dates to be announced later. Recreation Report (Councilor Snow) (Absent) (Manager Tobias read aloud report) Recreation Board: Councilor Snow wished to thank all those who made the Victorian Fair such a success, Trash and Recycling: Correspondence sent to current hauler advising them of how dissatisfied the borough is with the level ofservice. Letter advised hauler that monetary penalties will begin to be enforced should the unsatisfactory level ofs service continue. Councilor Brenan questioned the status ofas search for ai full- time laborer in the Borough Highway Department. He was told that applications are currently being accepted. ouncilor Dalessio asked that the current positon in the highway department be advertised expeditiously. "he Business Association- Halloween Parade on October 28, 2017. The Athletic Association be holding al beef and beer to benefit cheerleading on 10/01 beginning at 4:00 PM: at Creekside in Millmont. lotion to accept Parks and Property by Mr. Gale and second by Mr. Berger. With no other questions from Council, the motion passed unanimously Public Relations (Councilor Dan Broadhurst) Library Board - Report Attached HARB - No new business; Shutters need to be repaired at Ice House. The historical board is also seeking grant monies to SORA: Councilor Broadhurst reported that approximately 70 people were in attendance for the meeting which took place on September 6, 2017. Much of the discussion is based off of the 2005 Revitalization Plan. Council President Berger stated that any agreements at this point would just be al boiler plate agreement. Councilor Brenan also questioned the restoration of the shutters and hinges at the lake Pump House which would require intervention from the HARB, Finance and Personnel (President Berger) Main Streets - An additional Blood drive to be held on December 7, 2017 between the hours of 4:00 and 9:.00 pm. ased on the success of the first blood drive, held in August, The Red Cross has promised additional staff and beds to dccommodate. Fall Fest to be held October 8, 2017 between 1:00 PM and 6:00 PM. Main entertainment stage to be housed in front of borough hall. Sponsorships have been good sO far for event, but additional sponsors and volunteers are always welcome. Winter Fest to be held in December in conjunction with shop: small business Saturday. CDCA-Currently working on their preliminary budget for 2018. Crum Creek Pumping Station is also in the process of being upgraded. CDCA will also conduct their flow meter loan program again. This will allow local municipalities to monitor and record flows in the sewer lines. Early detection of leaks in the lines can save municipalities much money. Part Time Police Officer: Further discussion needs to take place at the Council Workshop on 10/3 regarding resolution Street mprovement: Work to begin inl late September or early October for part time/full time officer. Budget: 1,465,179.72 General Fund; 330,808.32 Capital Reserve; 192,000 Liquid Fuels Motion to accept Finance and Personnel by Mr. Brenan and second By Mr. Broadhurst With no other questions from Council, the motion passed unanimously work willl be done in cooperation with the school to cause minimal impact. Councilor Broadhurst questioned about the street improvements work and how it might affect school operations. The Administrative Reports Solicitor-No report ngineer - Engineer Catania reported on progress related to the MS 4 permit. The final permit was submitted to the state on September 15, 2017. Engineer Catania reported that the final Pollution Reduction plan has been submitted, with substantially lower cost numbers than previously reported. Final costs for the borough to reduce sedimentation is $200,000.00 dollars over 5 years, Engineer Catania also reported on the sinkhole at 317 Burk Ave. The sinkhole was aused by the borough'ssewer lines, and thus the borough will be responsible for the payment to rectify the sinkhole. Any action was table until the October workshop meeting. Manager: Reported for correspondence received from 700 Haverford in relation to a request to waive sewer and trash Correspondence from the Delaware County Planning Commission on funding possibilities for construction of crosswalk Manager instructed to draft preliminary Fire Escrow Ordinance, and policy for the use of borough police services for review at October workshop. A brief discussion took place about the proposed electronic sign to bei installed on Sellers Ave. after construction of new bridge has taken place. The state will help fund % of thei install and construction cost up to $15,000.00 dollars. At this time, PennDot is looking for direction from the borough. Any action tabled until October Councilor Brenan addressed the ongoing issues with the current waste hauler. He mentioned the fact that there is a list ofc complaints written on a list located at the front desk in the office. He questioned whether the contract could be terminated at this time. Solicitor Angelos reminded members of council that the hauler has been put on notice recently by written correspondence regarding stipulated monetary fines which could be implemented. Council President Berger informed the residents in attendance, and the rest of council that the current contract is set to expire at the end of 2017 pd the option for 2018 was not exercised. He informed those in attendance that a new contract is currently out for Payment request in the amount of $2,500.00 received from the Recreation Board. at Taylor Hospital. Manager instructed toi follow up and research funding possibilities. workshop. Also reported on the Ridley Park School District Homecoming activities, wid. Motion to accept Manager's report by Mr. Brenan and second By Mr. Broadhurst Public Comment Sandy Hess - 317 Burk. Ave.: Presented comments in regards to the sinkhole at 319 Burk Ave. Engineer Catania addressed her concerns by stating that the since the sinkhole was caused by the sewer pipes, the borough is responsible andi it is classified as an emergency repair. She also voiced concerns about the construction at 307 W. Hinkley and the size of the home and lot. Councilor Gale stated that the Zoning Hearing Board would only allow construction that met zoning code. Finally, she had concerns about the mosquito spraying in the borough. She advised that next year during Mike Dougherty - 315 Burk Ave. Expressed concerns regarding Board of Health issues. Council President Berger stated that the county does not have their own Board of Health, and as such, the borough has their own. Mr. Dougherty also was concerned regarding solicitation in the borough. Council President Berger informed Mr. Doughtery that hours of solicitation now are 10-7pm. Mr. Dougherty was concerned about unsuspecting home owners being solicited by contractors. He used one example of how he was sitting on porch, when solicitors questioned about his roof. Councilor Dilessio also made mention that the borough does have require solicitation permits. the spraying, perhaps the borough crew could drive al bit slower to maximize the spraying effect. Old Business None New Business Councilor Gale informed other members of Council that a' Volunteer effort was being coordinated to clean up a tree at the lake. The tree has substantial undergrowth and is an eyesore. The cleanup will take place on October7, 2017 between 9:00 AM: and 12::00 PM Manager was instructed to direct the Highway Crew to clean up miscellaneous overgrowth and weeds at the lake. It was suggested that the Little Crum Creek Conservancy be contacted as to the proper methods to rid vegetation around the lake. It was also noted about the large amount of yard waste being accumulated at the Highway laintenance Shed. Councilor Broadhurst made mention of his possession of a flatbed truck for the Homecoming event. Motion to adjourn by Mr. Brenan second by Mr. Broadhurst.
