Ridley Park Borough Council Workshop Session August 1,2 2017 Welcome The Ridley Park Borough Council met in' Workshop Session on the above date in Council Chambers of Ridley Park Borough Hall with Council' Vice President Samantha Snow presiding. The meeting was called to order at 7:00 PM. Pledge of Allegiance Council Vice President Samantha Snow led the reciting of the Pledge of Allegiance. Roll Call Councilor Jared Brennan - Present Councilor Dan Broadhurst- - Absent Councilor Michele Endriss-Dalessio-P Present Councilor Mike Gale - Present ouncilor Jim Glenn Absent Council Vice President Samantha Snow- - Present Mayor Hank Eberle - Present Council President Bob Berger-Absent Action Items *Motion: to approve the awarding of the 2017 Roads Program Bid to. Joseph E. Sucher and Sons Inc. int the amount of $272,550.00. The motion was made by Councilor Dellasio and: second by Councilor Brennan. With no other questions *Motion: to approve Preliminary Subdivision/Land Development Plan dated. June 9, 2017 for Gene Varrone with the recommendations stated in the review letters from DELCO Planning Commission dated. July 20, 2017 and Pennoni letter dated July 26, 2017. The motion was made by Councilor Gale and second by Councilor Brennan. With no other from Council, the motion passed unanimously. questions from Council, the motion passed. *Motion: to approve Council Minutes dated. June 20, 2017. . The motion was made by Councilor Dalessio and second by Councilor Brennan. With no other questions from Council, the motion passed. Dublic Comment Sandy Hess (317 Burk St) questioned the use of speakers for the Council member during public meetings. Councilor Brennan responded by stating that the audio and video system is currently being reviewed for upgrades. The issue has arisen in the past with cordless versus regular microphones. The most appropriate option seems to be using microphones with them being tied into the system located on the first floor of borough hall. This too has been reviewed but became cost prohibitive due to the modifications to the building which would need to take place. She also commented on children riding oft their bicycles in the middle ofs streets. Chief Frazier will look into this. Steve Leary (231 Emerson) questioned the estimate for replacement of telecommunications equipment. Councilor Brennan remarked that the) just received the estimate prior to the meeting from the borough manager, however, the estimate was dated 2013. The estimate in question was in the amount of $12,653.00. Andy Furman (419 Pomeroy St.) has questions in relation the preliminary plans as approved earlier fora subdivision plan for Gene' Varrone. Councilor Gale stated that the plan calls for construction ofa a 7,700 square foot one floor commercial facility. Mr. Furman also questioned the height oft the proposed building and was told that the height cannot rise above 35 feet as stated on the plan and according to borough zoning regulations. He also had questions on the borough road improvement program and the selected streets to be repaired. The borough manager, after obtaining list from bid document, did recite the streets to be repaired. Old Business Councilor Gale brought forth a proposal for some minor restoration work to be completed on the Fountain! Shed building located at the lake. After a brief discussion, the idea was proposed to have a crew from Williamson Trade School or to be listed as an Eagle Scout project. The work to be done may require detailed carpentry work which may not qualify for an Eagle Scout project. Further research will be done to determine who may be qualified to complete the work. Borough Manager Tobias requested a short Executive Session to discuss a personnel matter.
