BOROUGH OF NEW FLORENCE MINUTES AUGUST 20, 2024 President Jason Beatty, called the regular meeting of the New Florence Borough Council to order on Tuesday, August 20, 2024, at 6:30 pm in the Borough Building. ROLL CALL Members Present: Jason Beatty, President Mason Luther, V.P. Jeff Rager Chuck O'Shell - Absent Dan Hewitt, Solicitor PUBLIC COMMENT Scott Fuller Gwen Dellett Ed Craft Cheryl Priest, Secretary Mark Dellett, Mayor Greg Csehoski discussed Community Development cutting down the trees and some crab apple trees were left. POLICE REPORT The department is running smoothly despite the shortage of manpower. The department is seeking a part time police officer to improve coverage. Residents are urged to secure your vehicles due to another stolen vehicle unlocked with the keys in it. APPROVAL OF MINUTES Jeff Rager made a motion to accept the minutes from the regular meeting of July 16, 2024 as written. The motion was seconded by Mason Luther. All in favor. Motion passed. TREASURERS REPORT Mason Luther made a motion to accept the July 16, 2024 Treasurers Report as written. Gwen Dellett seconded ther motion. All in favor. Motion passed. SOLICITOR'S REPORT Dan Hewitt prepared a draft resolution of the Right to Know Law. This will Dan Hewitt also discussed advertising the bid information on our website. Bid Information can be placed on the website as long as the ad in the Council was approached to take over the Senior Center. BUILDING, GROUNDS, & EQUIPMENT - Mason Luther, Chair. Scott STREETS AND DRAINS = Chuck O'Shell, Chair, Jeff Rager, Second No word on the seal coat project yet. Dan Beyer of EADS did a walk down with Jeff Rager and Chuck O'Shell regarding the Stormwater project. One extra catch basin will be installed. EADS senta Change Order for HET Contracting reducing the grant money and increasing the calendar days. Jeff Rager made a motion to sign the Change Order. Mason Luther seconded the motion. All in favor. The motion passed. Al Thomas will make a list of streets and drains SO we can contact COG to do the work. Jason Beatty made a motion to contact COG to clean our storm drains not to exceed $13,500.00. Ed Craft seconded the motion. All in favor. The motion passed. GRANTS & FUNDING - Gwen Dellett, Chair, Mason Luther, Second AC discussion was held regarding the 2025 CDBG grant, Jeff Rager will contact EADS and do a walk through of the catch basins and drainage that could possibly be replaced with the grant. LANDBANK - Ed Craft, Chair; Mason Luther, Second Mason Luther discussed the Landbank was advertising bids on all 4 properties currently on the demo list, including the overalls factory. MAYOR'S REPORT Mayor Mark Dellett commented on the outstanding job of the Police and Firemen during the National Night Out at the playground. ORDINANCE OFFICER REPORT - Ed Craft cleaned up. Letters are continuing to be sent out. Ed Craft spoke on the continued progress of the properties that are being Ad complaint of bees was discussed near the Lodestar Bus Garage. Ad discussion was held on outdoor furnaces due to complaints. OLD BUSINESS Seward Fire Department is holding a Block Party on September 7, 2024 at the Seward Firehall and asked for a donation. Jeff Rager madea motion to donate $100.00 to the Seward Fire Department for their Block Party. Mason Luther seconded the motion. All in favor. Motion passed. NEW BUSINESS Senior Center Deed transfer was discussed with the solicitor. Jeff Rager did a walkdown and held a discussion with James Pillsbury, Westmoreland Conservation District's engineer and West Nile Virus technician Christina Edwards-McCune met regarding the infestation of mosquitos at the end of 15th St., at the open ditch. Spraying was discussed in the spring. Jason Beatty called for an Executive Session at 7:31 p.m. to discuss contracts and legal matters.
