RESOLUTION NO. 2876 BOROUGH OF MILLVALE COUNTY OF ALLEGHENY AI RESOLUTION OF THE BOROUGH OF MILLVALE, ALLEGHENY COUNTY, PENNSYLVANIA, AMENDING RESOLUTION NO. 2809 FIXING THE SALARIES ANDI WAGES FOR CERTAIN OFFICERS ANDI EMPLOYEES OF THE BOROUGH OF MILLVALE FOR THE FISCAL YEAR: 2023. BE IT RESOLVED BY THE BOROUGH COUNCIL OF THE BOROUGH OF MILLVALE in Council assembled, SECTION 1. The following salaries and wages oft the following named officers ande employees oft the Borough ofMillvale are hereby fixed and established at the following amounts, effective January 1, 2023. and the authority oft the same hereby resolves it: BOROUGH OFFICIALS (PAID MONTHLY) Mayor President of Council Council Members $2,500 per year $2,500 per year $1,875 per year ADMINISTRATION (PAID SEMI-MONTHLY) Manager $76,651 per year $52,500 per year $52,000 per year $15.00/hour Planning and Zoning Director Community Social Worker Administrative Secretary (P/T) Code Officer Full Time Code Officer Part Time Police Chief PartTime Officer Crossing Guard Administrative Accountant/ /Treasurer $33,867 per year Office and Social Media Administrator $15.5/4hour CODE ENFORCEMENT (PAID SEMI-MONTHLY) $48,001 per year $19.09/hour POLICE DEPARTMENT (PAID SEMI-MONTHLY) $81,895 per year $18.50/hour $15.00/hour All other Police Officers, including Sergeant, shall be paid as outlined in the collective bargaining agreement between the Borough of Millvale and the Police Union Teamsters Local 249, effective January 1, 2020- December 31, 2023. PUBLIC WORKS (PAID SEMI-MONTHLY) Public Works Supervisor PWI Project and Operations Coordinator Starting Full-Time Employees After 12 months Full-Time PW Employees (after 24 Months) Seasonal Employees $26.75/hour $23.16/hour $18.00/hour $20.25/hour $22.50/hour $15.00/hour New PW6 employees are considered probationary through 24 months. 1st month 12th month 80% of PWF Full- Time hourly rate,7h-24", month 90% of PWI Full-Time rate, 25"h month and thereafter 100% of PWI Full-Time SECTION2. The Borough Manager and Chief of Police each! have two-year employment agreements SECTION3. Phone /Tech stipend is provided to employees for whom the Borough does not provide a Borough-owned phone, and the Borough requires constant contact. The acceptance of appointment or election by any foregoing officers and employees shall SECTION 5. Except for the salaries oft the Borough Officials, which shall be paid monthly, all other salaries and wages shall be paid on the 5th and 20th ofe each month, payment to be made for the previous half-month made by warrants drawn by the Borough Treasurer, ands signed by the President of Council (or alternate as designated) and countersigned by the Secretary oft the Borough (or alternate as specified). Police paid leave and compensation shall be governed by the collective bargaining agreement between thel Borough of Millvale and the Police Union Teamsters Local 249, effective January 1, 2020- SECTION 7.A All employees other than police employees shall receive the following paid holidays: automatically constitute an acceptance oft the foregoing schedule of wages. change pay dates, providing employees with a 14-day notice. PAID HOLIDAYS New Year's Day Good Friday Memorial Day Independence Day Labor Day Thanksgiving Day Day After Thanksgiving Christmas Day Christmas Eve following schedule unless otherwise specified in ane employment agreement: Employee's Birthday SECTION 8. All employees other than police employees shall receive vacation in accordance with the Starting Date January, February, or March April, May, or June July, August, or September Vacation Days 50 Days 4 Days 3 Days October, November, or December 2Days Full-time employees having more than one (1) year of continuous service shall receive their vacation ina accordance with the following schedule (1 year of service is reached January 1 following year of hire): Years of Service 1to 4 years 5to 9 years 10 to 15y years 16 years or more Vacation Days 10 Days (2 wks.) 15 Days (3 wks.) 20 Days (4 wks.) 25 Days (5 wks.) One oft these weeks must be taken as a whole week off. This provision does not apply to part-time employees who do not receive paid vacation or paid holidays. SECTION 9. Any Resolution conflicting with this Resolution is hereby repealed insofar as the same affects this RESOLVED this 13th day of December 2022 by the Millvale Borough Council in a meeting assembled.
