JOHNSTOWN CITY COUNCIL SPECIAL COUNCIL MEETING MINUTES Wednesday, May 31,2023 City Council met in a special meeting for the purposes oftaking final action on Bills 3 and 6of 2023, and to read a community development block grant (CDBG) program disclosure. The Special Meeting was called to order at 5:00 P.M. by Mayor Frank Janakovic. The following Council Members were present for roll call: Rev. Sylvia King, Mr. Britt, Ms. Huchel, Mayor. Janakovic, Mrs. Mock, Mr. Arnone Absent: Mr. Capriotti The following City staff members were present: City Manager Ethan Imhoff, Assistant City Manager Alex Ashcom PUBLIC COMMENT- AGENDA ITEMS ONLY No comment was offered by members oft thej public. AGENDA ITEM: Billl No. 3of2023 - Fee Schedule Councilor Arnone motioned to approve the final read ofBill No. 3 of2023. The motion was seconded by Councilor Britt. The motion passed by the following vote: Yeas: Mr. Britt, Ms. Huchel, Mayor. Janakovic, Rev. King, Mr. Arnone, Mrs. Mock Nays: None (0) Bill No. 6of2023 - Fee Schedule Adoption seconded by Councilor Arnone. The motion passed by the following vote: Councilor Mock: motioned to approve for final read Bill No. 6of2023. The motion was Yeas: Mr. Britt, Mayor. Janakovic, Rev. King, Mr. Arnone, Mrs. Mock, Ms. Huchel Nays: None (0) NEW BUSINESS: Mayor. Janakovic read the following public disclosure: "Notice is hereby given that the City of. Johnstown is considering entering into a contract with Sandyvale Cemetery Association under the City's Non-Profit Assistance CDBG Program. Gary Landis wishes to disclose hei is the Vice President oft the Sandyvale Cemetery Association and an employee of Advanced Business Design (ABD), which is a contracted engineer and third party UCC inspector for the City. Thus regulations which govern thel Federal Community Development Block Grant (CDBG), requires the City tol Provide full public disclosure to CDBG expenditures which may constitute conflicts ofinterest. Accordingly, the City will request Housing and Urban Development (HUD) to issue an exception to the regulatory conflictof interest prohibition."
