JOHNSTOWN CITY COUNCIL REGULAR MEETING MINUTES Wednesday, December 13, 2023 City Council met in a stated session for the general transaction of business. Mayor Frank Janakovic called the meeting to order at 6:01 p.m. Mr. Britt offered the invocation. The Pledge of Allegiance wasi recited. Robert Forcey, Vision 2025 updated Council members on some oft the recent Robert Forcey, 174 Floyd Street, Johnstown, Vision 2025, noted this is his first opportunity to offer ai report but is looking forward toj providing an update on Mr. Forcey reported that he and Mr. Britt took over for the previous executive directori in February of2023 with the Special Needs Easter Egg Hunt, supporting the Money Man at the Point. Hei reported helping with wood chips at two West End Parks and clean-up days around town. Community events including block parties which provided free food were held during the summer and were attended by CamTran and CareerLink. A social organization from UPJ reached out to the Vision group offering Mr. Forcey noted reports from capture teams would be offered tomorrow, December 14, 2023 at the Holiday Inn downtown. Barb Zablotney, United Spinal Association, will be reporting at the Convention Center along with the West End Community Group and Roxbury Community Group. Health and Wellness efforts will be reported by Angie Berzonski and Jeannine McMillan. Mr. Capriotti inquired ifa a portion of the grant could be utilized at the Ash Street fire station. Mr. Imhoff explained that one benefit ofthis agreement is that the difference card is eliminated. He further explained the savings is due to the health insurance provider. Settlement figures arrived at between, City, School District, County and property owner are $950,000 for the 2019 tax year, $1 need approval: million for the 2020-2024 tax years. Everything Ice, 89 Poplar Street, settlement amount is $215,000. It wasi noted the property sold for $115,000 in May and the current fair market value ofthe property is $282,000. The City legal team has recommended approval of both appeals. There was further discussion regarding the appraisal process. Fire Department Robert Statler, Fire Chief, noted the training facility grant was approved ini the amount of$100,000. Building and fencing plans were moving forward, and the Chief was hopeful for a spring start. The park project is moving forward. 4. Finance Wednesday December 13, 2023, Stated Meeting, continued 14of15 Robert Ritter, Finance Director, provided a pension update. He noted that results through November of2023 have been sent and there is a 12.9 percent increase in the pension funds. He reported the police are 100 percent funded, firei is 90 percent, employees are 94 percent and sewage is 95 percent. The three-year history for Codes violations is being updated. The GIS system is also being configured to work with Codes. Mr. Ritter is hopeful tol have all Mr. Capriotti inquired as to whether there was a breakdown on the amusement tax money. Mr. Ritter indicated approximately $42,000 had been brought in thus far, and 44 of the 47 remaining facilities had not replied.
