JOHNSTOWN CITY COUNCIL SPECIAL COUNCIL MEETING MINUTES Thursday, April 27th, 2023 City Council met in a special meeting for the purposes oft taking action on a zoning map amendment for Mom's House of Johnstown, Inc. The Special Meeting was called to order at 6:301 P.M. by Mayor Frank Janakovic. The following Council Members were present for roll call: Rev. Sylvia King, Mr. Britt, Ms. Huchel, Mr. Capriotti, Mayor Janakovic, Mrs. Mock, Mr. Arnone Absent: None The following City staff members were present: City Manager Ethan Imhoff, Assistant City Manager Alex Ashcom, and Executive Secretary Sarah Williams. PUBLIC COMMENT- - AGENDAJ ITEMS ONLY John DeBartola, of1197 Bedford Street, reiterated his comments during the previous public hearing supporting the requested zoning map amendment change for Mom's House of Johnstown, Inc. He called City Council to action to approve the change. Della Csesoki of 125 Spring Street spoke again in support of Mom's House of. Johnstown, Inc's requested zoning map amendment. She informed Council ofk her opinion that the reuse oft the facility at 1339 Franklin Street would be far better than the dilapidated garage that sat on it previously. AGENDAITEM: MOM'S HOUSE OF. JOHNSTOWN ZONING MAP AMENDMENT REQUEST Councilor Arnone: motioned to remove. Bill 1 of2023 from the table. The motion was seconded Yeas: Mr. Britt, Mr. Capriotti, Ms. Huchel, Mayor Janakovic, Rev. King, Mr. Arnone, Mrs. by Councilor King. The motion passed by the following vote: Mock Nays: None (0) Councilor Arnone motioned to approve Bill 1 of2023 for first read. The motion was seconded by Councilor King. During discussion, Councilor Mock suggested that ai middle ground be found in rezoning Mom's House as C-2. City Manager. Imhoffi noted that the issue was not may on the table this evening and Mom's House would: need to reapply for such a designation separate from this request. Councilor Huchel noted that while she did support the mission, objectives, and services of Mom's House, she still believed that R-1 was the wrong fit for the property and as such would be Councilor Capriotti echoed Councilor Huchel's statements, adding that while he was supportive oft the work performed by Mom's House, and for the children and families that use those services, R-1 was not the proper zoning designation for the site. With: no other comment from voting against the bill. Council members, a vote was taken. The motion passed by the following vote: Nays: Mr. Capriotti, Ms. Huchel Yeas: Mr. Britt, Mayor.
