JOHNSTOWN CITY COUNCIL PUBLIC HEARING MINUTES Wednesday, November 8, 2023 City Council met in as stated session for the general transaction of business. Mayor Frank Janakovic called the Public Hearing to order at 5:30 p.m. Reverend King offered thei invocation. The Pledge of Allegiance was recited. The following members of Council were present: Mr. Arnone, Mr. Britt, Ms. Huchel, Mayor Janakovic, Reverend King, Mrs. Mock (6). Mr. Capriotti (1) was absent. Ethan Imhoff, City Manager; Alex Ashcom, Assistant City Manager; Robert Ritter, Finance Director; Sara Williams, Executive Secretary; John Dubnansky, Economic Development Director; Robert Statler, Fire Chief; Richard Pritchard, Police Chief; Dave Williams, Codes Enforcement Manager; Jared Campagna, Public Works Director and' Tony Penna were also in attendance. HEARING: REZONING OF 134) IOLITE AVENUE Darlene Ribblett, owner oftwo properties at 134 Iolite Avenue (Tax Parcels 81-015.- 81-015.-104.00) has submitted ai request to rezone the property from R-2, Two Family Residence District to M-3 Heavy Industrial District. Ifthe rezoning is approved thel lot will be sold tol Loaded and Locked Storage located adjacent to the property. Loaded and Locked Storage will then use the lot to expand the business. Ronald Repak, Esquire, Interim Solicitor, explained this hearing is regarding a modification of the Zoning Ordinance from an R-2 to M-3 for 134 Iolite Avenue, Johnstown, PA, which requires Public Comment before further discussion regarding that change. PUBLICCOMMENT: AGENDA ITEMS ONLY Diane Kacian, 217 Iolite Avenue, Johnstown, PA, lives right across from the property had concerns regarding property value ift the request is granted. Joyce Smith, 211 Iolite Avenue, Johnstown, PA had concerns regarding how City Manager Imhoff explained the change was requested by Darlene Ribblett, the property owner, who intends to sell to the adjacent property the change would affect her property. Wednesday, November 8, 2023 Stated Public Hearing continued 2of2 owner to expand an existing storage facility. Ms. Huchel noted it was recommended by the City's Planning Commission at a previous meeting. ADIJOURNMENT There being no further business, the Public Hearing concluded at 5:37 p.m.
