Public Comments Adjournment    CITY OF HERMITAGE MERCER COUNTY, PENNSYLVANIA ORDINANCENO. 13-2024  AN ORDINANCE OFTHE CITY OF HERMITAGE, MERCER COUNTY, PENNSYLVANIA, AMENDING CHAPTER1, PART1OFTHE HERMITAGE CODE OF ORDINANCES PERTAINING TO CONTRACTS AND PURCHASES TO INCLUDE PARTICIPATION IN JOINT PURCHASING PROGRAMS SERVING STATE AND LOCAL GOVERNMENTS IN THE EXCEPTIONS FOR WHEREAS, the Hermitage Code of Ordinances currently provides the requirements for WHEREAS, under Part 1, all contracts must follow a publicly advertised, sealed bidding process unless the purchase meets one of several exceptions provided within the Part; and WHEREAS, Chapter 1, Part 1, Section 184, provides certain exemptions from the WHEREAS, participation in joint purchasing programs such as COSTARS and SOURCEWELL, that serve thet federal, state and/or local governments satisfies the requirement for ap publicly advertised, sealed bidding process while saving the time and money in the process of NOW, THEREFORE, BEI IT ORDAINED AND ENACTED BY THE BOARD OF COMMISSIONERS OF THE CITY OF HERMITAGE, MERCER COUNTY, PENNSYLVANIA, AND THE CITY OF HERMITAGE HEREBY ORDAINS AND ENACTS BY THE AUTHORITY OF THE: SAME ASI FOLLOWS:  PUBLIC BIDDING OF CERTAIN CONTRACTS.  bidding for contracts and purchases in Chapter 1, Part 1, Section 181, et seq; and  requirements of Section 183; and  bidding for required contracts and purchases.  SECTIONI.AMENDMENT OF CHAPTER1,PARI1,SECTION 184. Chapter 1, Part1, Section 184 of the Hermitage Code of Ordinances is hereby amended to add news subsection"7"to  read as follows: J.  Any contracts or purchases made through participation in joint purchasing programs serving the federal, state and/or local governments including, butnot limited to, the COSTARS or SOURCEWELLI jointp purchasing programs. SECTION: 2. REPEALER. All ordinances or parts of ordinances conflicting with any of the provisions of this Ordinance are hereby repealed insofar as the same affects this Ordinance. SECTION 3. SEVERABILITY. The provisions of this Ordinance shall be severable and, if any of the provisions hereof shall be held unconstitutional, void or otherwise unenforceable, such shall  not affect the validity of any of the remaining provisions of said Ordinance.  SECTION. 4. EFFECTIVE DATE. The provisions of this Ordinance shall become effective  seven (7) days after its date of adoption.
